The Panagora Group, a small business, plays a pivotal role as a key partner in this project. Their technical and advisory services are instrumental in monitoring, evaluating, and learning USAID/Colombia's strategy and activities. The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA), led by Panagora Group, provides invaluable monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.
USAID/Colombia has entrusted MELSA with a crucial task to develop research related to the regional integration strategy (RIS) contained in the Country Development Cooperation Strategy (CDCS) 2020-2025. This work, spanning several years, aims to deepen the impact of Mission programs and promote transformative change through the strategic identification and implementation of Regional Integration Opportunities in selected and specific territories of Colombia.
The overall objective of the research is to identify and contribute with actionable recommendations aimed at enhancing the RIS's capacity to contribute to regional development outcomes, advance strategic goals, and inform the design and implementation of the upcoming CDCS 2025-2030. The Assessment aims to achieve the following general objectives: (i) Analyze the evolution and engagement of RIS; (ii) Assess the Effectiveness of RIS; (iii) Identify gaps in Governance and Knowledge Management; and (iv) Provide Recommendations for improvement RIS.
The consultant who fulfills the pivotal role of team leader will be entrusted with directing all conceptual, methodological, and technical aspects of the research, ensuring compliance with established deadlines and USAID/Colombia quality standards. Additionally, he/she will provide the depth and relevance of the findings, conclusions, and recommendations. He/she will be in charge of the presentation of results, the writing of the final report, and the implementation of the study's use and dissemination plan.
Responsibilities:
Lead the development of the Assessment's methodological design and work plan.
Provide technical guidance to the consultant team to ensure adequate development of their activities and delivery of their products.
Serve as the primary liaison with USAID/Colombia's counterparts and MELSA.
Ensure the technical quality of the products prepared by the consultant team.
Prepare and lead meetings requested by MELSA and USAID/Colombia.
Carry out strategic planning of the project to achieve objectives and overcome possible setbacks in implementing the measurement.
Identify challenges and limitations and propose alternative solutions during the development of the Assessment.
Lead fieldwork in the prioritized areas.
Implement the instruments for qualitative data collection in the field.
Oversee the quality and timeliness of the quantitative and qualitative data analysis.
Led the preliminary presentations and the results addressed to USAID/Colombia.
Write main technical deliverables and communications in English, including the final assessment report.
Provide technical guidance for the development of the use and dissemination plan.
Conducted briefs and presentations for USAID/Colombia.
Lead the implementation of the adjustments to the products requested by MELSA and USAID/Colombia.

Panagora Group es una pequeña empresa estadounidense que proporciona servicios técnicos y de asesoramiento relacionados con el monitoreo, la evaluación y el aprendizaje de la estrategia y actividades de USAID/Colombia. La Actividad a Corto Plazo de Monitoreo, Evaluación y Aprendizaje (MELSA, por sus siglas en inglés) brinda servicios de apoyo al monitoreo: diseño e implementación de evaluaciones de desempeño e impacto, así como otros estudios e investigaciones, respaldando su uso y difusión, y desarrollando iniciativas de colaboración, aprendizaje y adaptación.
USAID/Colombia solicitó a MELSA una tarea crucial para desarrollar una investigación relacionada con la estrategia de integración regional (RIS) contenida en la Estrategia de Cooperación para el Desarrollo País (CDCS) 2020-2025. Este trabajo, de varios años de duración, pretende profundizar el impacto de los programas de la Misión y promover un cambio transformador a través de la identificación estratégica y la implementación de Oportunidades de Integración Regional en territorios seleccionados y específicos de Colombia.
El objetivo general de la investigación es identificar y contribuir con recomendaciones accionables y dirigidas a mejorar la capacidad de RIS para contribuir a los resultados de desarrollo regional, avanzar en los objetivos estratégicos e informar el diseño e implementación del próximo CDCS 2025-2030. La investigación pretende alcanzar los siguientes objetivos generales: (i) Analizar la evolución y el compromiso de los RIS; (ii) Evaluar la eficacia de los RIS; (iii) Identificar las lagunas en la gobernanza y la gestión del conocimiento; y (iv) Proporcionar recomendaciones para mejorar los RIS.
El consultor que cumpla el rol fundamental de líder del equipo será el encargado de dirigir todos los aspectos conceptuales, metodológicos y técnicos de la investigación, asegurando el cumplimiento de los plazos establecidos y los estándares de calidad de USAID/Colombia. Además, aportará en profundidad y relevancia los hallazgos, conclusiones y recomendaciones. Estará a cargo de la presentación de resultados, la redacción del informe final y la implementación del plan de uso y difusión del estudio.
Responsabilidades:
Liderar el desarrollo del diseño metodológico y plan de trabajo de la investigación.
Orientar técnicamente al equipo consultor para el adecuado desarrollo de sus actividades y entrega de sus productos.
Servir de enlace principal con las contrapartes de USAID/Colombia y la Actividad MELSA.
Asegurar la calidad técnica de los productos elaborados por el equipo consultor.
Preparar y dirigir las reuniones solicitadas por MELSA y USAID/Colombia.
Realizar la planificación estratégica del proyecto para alcanzar los objetivos y superar posibles contratiempos en el desarrollo del estudio.
Advertir limitaciones y proponer alternativas de solución.
Liderar el trabajo de campo en las zonas priorizadas.
Coordinar la implementación de diferentes los instrumentos para la recolección de datos.
Supervisar la calidad y oportunidad del análisis de los datos cuantitativos y cualitativos.
Dirigir las presentaciones de los resultados preliminares y finales dirigidas a USAID/Colombia.
Realizar informes y presentaciones a MELSA y USAID/Colombia.
Liderar la implementación de los ajustes solicitados por MELSA y USAID/Colombia a los productos.
Redactar en inglés los entregables técnicos y piezas de comunicación, incluyendo el informe final de la investigación.
Proporcionar orientación técnica para el desarrollo del plan de uso y difusión.
