USAID/Colombia requested MELSA to develop a research study to identify interventions for conflict mitigation, violence prevention, and citizen security (secondary and tertiary prevention) related to urban areas. The research also aims to assess the root causes of violence to effectively respond to the needs of at-risk youth and communities affected by urban violence in a context that includes various categories of perpetrators, including gangs and other organized groups in Colombia, Latin America, and the Caribbean. The overall purpose of the study is to inform the design and planning of the new Development Cooperation Country Strategy for the period 2025-2030.
Based on the above, MELSA needs to hire a Youth Expert to support the collection and analysis of information related to risks for youth and potential causes of violence associated with this population group. This expert should have extensive experience in evaluating, researching, or implementing successful models related to conflict mitigation or secondary and tertiary violence prevention, and be familiar with such interventions. This includes experience in designing, implementing, and/or evaluating policies and programs focused on secondary and tertiary violence prevention, as well as protecting children and youth.
Responsibilities:
Lead a desk review of a broad set of primary and secondary sources of information on youth, youth violence prevention, and conflict mitigation.
Participate in the quantitative and qualitative data collection, providing guidance and expertise to this process.
Actively participate in the coding process of qualitative instruments, contributing to the production of a codebook and thematic review.
Contribute to the analysis of qualitative, quantitative, and secondary information.
Support the Team Leader in writing reports and presentations for USAID/Colombia, emphasizing findings and recommendations.
Manage the submission of reports and deliverables, including data, reports, and presentations.
Use qualitative tools during fieldwork focused on secondary and tertiary violence prevention and child and youth protection. Knowledge of the USAID Positive Youth Development Framework is desirable.

La Actividad a Corto Plazo de Monitoreo, Evaluación y Aprendizaje (MELSA, por sus siglas en inglés) brinda servicios de apoyo al monitoreo: diseño e implementación de evaluaciones de desempeño e impacto, así como otros estudios y evaluaciones, respaldando su uso y difusión, y desarrollando iniciativas de colaboración, aprendizaje y adaptación.
USAID/Colombia solicitó a MELSA el desarrollo de una investigación para identificar intervenciones de mitigación de conflictos, prevención de la violencia y seguridad ciudadana (prevención secundaria y terciaria) en áreas urbanas. También se busca evaluar las causas profundas de la violencia para responder eficazmente a las necesidades de los jóvenes en riesgo y de las comunidades afectadas por la violencia urbana en un contexto que incluye varias categorías de perpetradores, incluidas las pandillas y otros grupos organizados en Colombia, América Latina y el Caribe. El objetivo general de esta investigación es identificar intervenciones y modelos para informar el diseño y la planificación de la nueva Estrategia País de Cooperación al Desarrollo para el período 2025-2030.
Basado en lo anterior, MELSA requiere contratar a un Experto en Juventud para apoyar la recolección y análisis de información relacionada con los riesgos para los jóvenes y las posibles causas de violencia asociadas a este grupo poblacional. Este experto debe tener amplia experiencia en la evaluación, investigación o ejecución de modelos exitosos relacionados con la mitigación de conflictos o la prevención secundaria y terciaria de la violencia y estar familiarizado con dichas intervenciones. Esto incluye experiencia en el diseño, implementación y/o evaluación de políticas y programas centrados en la prevención de la violencia secundaria y terciaria, así como en la protección de niños y jóvenes.
Responsabilidades:
Dirigir una revisión documental de un amplio conjunto de fuentes primarias y secundarias de información sobre la juventud, la prevención de la violencia juvenil y la mitigación de conflictos.
Participar en la recolección de datos cuantitativos y cualitativos, proporcionando orientación y experiencia a este proceso.
Participar activamente en el proceso de codificación de los instrumentos cualitativos, contribuyendo a la elaboración de un libro de códigos y a la revisión temática.
Contribuir al análisis de la información cualitativa, cuantitativa y secundaria.
Apoyar al Líder del Equipo en la redacción de informes y presentaciones para USAID/Colombia, haciendo énfasis en los hallazgos y recomendaciones.
Gestionar la presentación de informes y entregables, incluyendo datos, informes y presentaciones.
Utilizar herramientas cualitativas durante el trabajo de campo enfocado en la prevención de la violencia secundaria y terciaria, y la protección infantil y juvenil. Es deseable el conocimiento del Marco de Desarrollo Positivo de la Juventud de USAID.
