Chemonics’ Latin America and Caribbean (LAC) regional business unit is seeking an internal and external recruit for an Operations Manager for Chemonics International Colombia S.A.S. Chemonics International Colombia S.A.S.is a subsidiary of Chemonics International Inc. (Parent Company or Corporate Office) a global company headquartered in Washington DC, USA. Chemonics International Colombia S.A.S is registered as a commercial company and incorporated under the laws of the Republic of Colombia for the purposes of establishing a Regional Office. The purpose of the Colombia Regional Office is to provide specialized professional services to the Corporate Office as well as external clients.

The Operations Manager serves as part of the Colombia Regional Office leadership to ensure the office delivers on its mission, strategic goals, and objectives to hire Colombian talent to support the Chemonics Corporate Office in Washington, DC. Provides operational oversight of the Colombia Regional Office and fosters strong working relationships between the Corporate Office and other key stakeholders. Works closely with the Corporate Office on Regional Office budget planning, fiscal accountability, and general policy development. S/he directly supervises operational staff within the Regional Office and provides leadership by demonstrating Chemonics’ core values -- caring, excellence, innovation, integrity and opportunity – and by utilizing effective management and leadership principles.

The Regional Office Operations Manager will contribute to the execution of Chemonics’ overall Regional Office strategy in Colombia. They will play a critical role in operationalizing the Regional Office and ensuring effective and consistent operational oversight. Specifically, they will oversee daily office operations, human resources, logistics, procurement, subcontract/vendor management, budgeting and financial accounting, and other tasks as needed.

Principal Duties and Responsibilities (Essential Functions)

Management and Leadership

  • Manage the Operations team including the accountant and administrative assistant
  • Promote continuous learning and knowledge sharing, and proactively engages in effective problem-solving on behalf of the Regional Office and key stakeholders.
  • Promote a workplace environment that values teamwork and fosters collaboration, acknowledges and rewards staff contributions, and develops strategies to enhance synergies between the Colombia Regional office and other teams within Chemonics Group.
  • Perform other duties and responsibilities as may be required by Corporate Office leadership.

Finance, Audit, Registration and Taxation

  • Works with the Accountant to ensure compliance with payroll deadlines, tax reporting, and financial audits.
  • Liaise with the Government of Colombia on issues related to legal operation in Colombia including registration and tax exemption.
  • Support registration and licensing renewal and any reporting required to keep the Regional Office in compliance with local requirements.
  • Support the annual legal checklist review process.
  • Manage the relationship with tax and audit firms, overseeing and coordinating work to ensure complete and proper tax filings.
  • Lead regional offices in audit preparation and response in cooperation with Corporate Office, training new project finance and accounting (F&A) staff, and applying latest accounting and compliance policies, regulations, standards and tools.
  • Manage relationship with legal counsel for guidance referring to audits, registrations, and taxation.

Human Resources

  • Perform duties related to human resource management such as recruitment of employees and consultants, review CVs, participate in selection panels, negotiate compensation, prepare contracts, etc.
  • Perform orientations for new staff working in the RO.
  • Work with the Accountant to ensure personnel are properly enrolled with all required social benefits.
  • Review and approve timesheets of employees.
  • Liaises with Corporate Office to update policies and procedures as necessary in alignment with Chemonics policy and Colombian law.
  • Ensure the Regional Office policy manual, internal workplace regulations (reglamento de trabajo), policies and employment and consultant agreements are accurate and updated.
  • Oversee the day-to-day management of personnel and employee relations matters.

Operations and Procurement

  • Oversee the management of the physical office including leases, equipment, furniture, and services agreements, if applicable.
  • Manage all Regional Office subcontract and procurement activities, ensuring compliance with policies and procedures and systematized tracking.
  • Develop and maintain relationships with key stakeholders, partners, and vendors in Colombia and Chemonics Washington.

Security

  • Ensure security procedures are followed and updates circulated to relevant staff.
  • Work with the Safety and Security Focal Point (SSFP) in Washington to draft contingency plans, the emergency action plan, telephone tree, and emergency contact list.

Required Qualifications

  • Bachelor’s Degree
  • Minimum 5 years of experience working in operations, human resources, project management, contract management, and/or finance preferably in Colombia,
  • Minimum 3 years of people management leadership experience.
  • Ability to exercise confidentiality and high levels of professionalism.
  • Strong communication and motivational skills
  • Exceptional organizational and leadership skills
  • Demonstrated leadership, versatility and integrity.
  • Fluency in written and spoken Spanish and English.

Preferred Qualifications

  • Master’s degree in human resources, finance, business administration or related area.
  • Knowledgeable on Colombia labor laws, personnel benefits and taxes.
  • Ability to interpret local laws and previous experience interacting with labor counsel.

Work Conditions

  • Ability to telework and in office.
  • Occasional exposure to environmental conditions includes exposure to hot, cold, wet, humid, or windy conditions caused by the weather.
  • Ability to travel within Colombia and overseas.
