Opportunity Overview:

Palladium is seeking a Colombia Fund Associate to join our UK PACT team in Bogotá, Colombia. This role is ideal for a programme and grants professional passionate about carbon reduction initiatives. The UK PACT programme focuses on enhancing the effectiveness of key institutions across public, private, and civil society sectors in partner countries, enabling them to achieve accelerated emission reductions and elevate their Nationally Determined Contributions (NDCs) targets. The programme aims to achieve the following outcomes:

Strengthening the capacity and capability of partner institutions (national, sub-national, and civil society) to implement enhanced and accelerated climate actions.
Increasing local commitment to urgently facilitate low-carbon development.

Position Location:

This position is based in Bogotá, Colombia.

Reporting Structure:

This role will report to the Colombia Fund Manager, UK PACT.

Key Responsibilities:

The Colombia Fund Associate will play a vital role in the Palladium UK PACT team, supporting the management of daily activities, from project implementation and reporting to stakeholder engagement and context analysis, ensuring the overall success of the programme.

Specific responsibilities include:

Strategy Development and Engagement:

Conduct ongoing context analysis and assess local market capacity to identify suitable intervention avenues and pathways for climate change impact within key strategic sectors, particularly in Green Finance and Just Energy Transition, including transport.

Stakeholder Relationships:

Assist the UK PACT Colombia Fund Manager in promoting funding opportunities to potential implementing partners and communicating project outputs to intended beneficiaries, while fostering broader UK engagement in low-carbon development.
Collaborate closely with the UK PACT Colombia Fund Manager to manage daily interactions with local stakeholders, particularly supporting relationships with project applicants and grant recipients.
Maintain strong working relationships with the local FCDO team to collaboratively design and generate support for programme activities.

Project Management: Identification, Selection, and Design of Interventions:

Support the UK PACT Colombia Fund Manager and the central Programme Management Unit (PMU) in coordinating grant funding windows and engaging local stakeholders to ensure awareness and readiness for UK PACT funding opportunities.
Contribute to the project screening and selection process, focusing on assessing deliverability and potential impact.
Assist the UK PACT Colombia Fund Manager in overseeing timely project implementation and ensuring feedback on results, impacts, and learning through regular reporting to FCDO.
Support adherence to local due diligence requirements from implementing partners and assist in initial briefings to potential partners.
Help safeguard against fraud, corruption, and safeguarding risks by conducting spot checks and ensuring compliance with FCDO grant funding.
Advise on the potential to extend, scale up, or replicate successful projects, collaborating with partners for FCDO approval.

Programme Reporting:

Deliver timely reports to PMU and FCDO on UK PACT projects from the Colombia portfolio.
Support implementing partners in project reporting by reviewing and requesting additional information to meet FCDO requirements.
Assist in identifying country and project-specific risk management strategies in collaboration with FCDO.

Documentation and Administrative Support:

Contribute to the development of Grant Agreements and Terms of Reference for future projects.
Support in creating project documents, including concept notes and meeting minutes, ensuring adherence to UK PACT communication standards.
Maintain organized documentation for managed projects.
Coordinate and facilitate meetings with various UK PACT stakeholders.

Desired Qualifications:

Proven programme and grant management skills, with at least 3 years of experience in project delivery and management.
Strong reporting capabilities with a track record of contributing to formal client reporting and ad-hoc requests.
Comprehensive understanding of the policy landscape and relevant actors in climate change and low-carbon economic development.
Knowledge of the local political economy and business context in Colombia, particularly in energy, transport, and green finance.
Detail-oriented, organized, and structured.
Analytical and logical problem-solver with intellectual curiosity.
Proactive and capable of working independently.
Strong organizational, interpersonal, and communication skills.
Proficient in financial management and able to review financial reports.
Professional fluency in written and spoken English.
Flexible and adaptable to changing circumstances.
