Opportunity Overview:

Palladium is seeking a Country Fund Analyst who will assist the UK PACT Colombia Fund Manager and Associates in managing, monitoring, and coordinating UK PACT initiatives in Colombia. This role is integral to the Palladium team contracted to support the FCDO in executing the UK PACT programme in Colombia.

The Country Fund Analyst will be pivotal in facilitating the implementation and coordination of the UK PACT programme in Colombia, ensuring efficient project management and oversight. The Analyst will collaborate closely with the UK PACT Colombia Fund Manager and liaise with the British Embassy in Colombia to provide necessary administrative, financial, and technical support throughout the project lifecycle.

Reporting Structure:

This position will report directly to the UK PACT Colombia Fund Manager.

Key Responsibilities:

The Country Fund Analyst will serve as a vital in-country member of the Palladium UK PACT team, overseeing daily operations from project execution and reporting to stakeholder engagement and contextual analysis to ensure the programme's overall success.

Specifically, the Country Fund Analyst will:

Project Monitoring and Reporting:

Develop terms of reference and Grant Agreements for project execution, ensuring adherence to FCDO and Palladium's standards.
Review and analyze financial performance and budgets. Conduct spot checks and other evaluations to ensure FCDO grant funding is utilized appropriately and that Implementing Partners comply with FCDO requirements.
Assist in ensuring timely project implementation and skill shares for climate change mitigation, monitoring progress according to the established workplan and budget.
Support Implementing Partners in project reporting (technical, financial, results, and risk), ensuring compliance with FCDO standards.
Aid in identifying country and project-specific risk management strategies.
Facilitate the implementation of Monitoring, Evaluation, and Learning (MEL) activities within the Colombia portfolio and contribute to refining MEL methodologies.
Maintain and update databases with the latest project results and information related to Implementing Partners.

Stakeholder Engagement and Communication:

Collaborate with relevant stakeholders and provide necessary support to ensure timely and effective project delivery, including skill shares and secondments.

Organize regular and ad hoc meetings with Implementing Partners.

Assist in coordinating and executing events.

Documentation and Administrative Support:

Provide administrative assistance in developing sectoral strategies, workplans, and budget planning.
Support the creation of project documents, including concept notes, meeting minutes, and reports, ensuring compliance with UK PACT communication guidelines.
Ensure all project documentation is systematically organized and stored.
Assist in ensuring local due diligence requirements are met by Implementing Partners and support initial briefings to potential partners.
Facilitate sector portfolio governance meetings.

In-depth knowledge of the local political, economic, and operational landscape in Colombia, particularly in energy, green finance, and/or sustainable agriculture and bioeconomy is preferred.
