**DUTIES AND **RESPONSIBILITIES**
**Basic Function of** Position*
- Job holder provides host country criminal investigative expertise to assist the DEA Regional Director in fulfilling the narcotics law enforcement role for the United States (U.S.) government within the host country. This will be accomplished by liaising, assisting and consulting with DEA and partner-nation personnel. Serves as the primary liaison with the highest-level Colombian law enforcement and military authorities. Assists Andean Region personnel in conducting highly sensitive and complex criminal investigations involving international drug traffickers and money launderers. Provides specialized guidance to DEA Special Agents regarding enforcement operations to ensure compliance with Colombian narcotics laws. Reports directly to the DEA Andean Region Director.

**CRIMINAL **INVESTIGATIONS**
- Consults with DEA Special Agent staff conducting international criminal investigations in the areas of identifying, recruiting and debriefing potential sources, introducing undercover personnel, deploying electronic surveillance devices and developing investigative and prosecutorial goals. Prepares investigative reports and executive correspondence in Spanish in support of international narcotics and money laundering investigations and prosecutions.
- Provides only guidance, support and consulting in investigations; Incumbent will not actively participate in undercover or enforcement operations. Assists in the preparation of official police correspondence for presentation to both Colombian and U.S. prosecutors in support of international narcotics and money laundering prosecutions.

**TRAINING**
- Provides training (in Spanish) to Colombian police officers and DEA Special Agents in Rules of Evidence, including collection, handling, storing, transporting, and producing in U.S. and Colombian courts. Incumbent will also conduct training in Leadership, Organizational Management, Surveillance, Intelligence Analysis, Undercover Operations, Communication, and the U.S. Controlled Substance Act.
- Serves as the primary point-of-contact with DEA International Training Unit in Quantico, Virginia. Facilitates travel and all logístical coordination for the Colombian Sensitive Investigative Units (SIU) basic and advanced training. Travels to U.S. with police to support training events and hosts international training in Colombia. Mentors SIU Commanders.

**LIAISON**
- Maintains contacts with Colombian authorities at all levels to include liaison with the highest police and judicial authorities with the Colombian Attorney General’s Office and Investigators, Colombia Ministry of Defense, Colombia National Police, Colombian Military Forces including Army, Navy, and Air Force. Incumbent is the principal local assistant and adviser to the DEA Andean Regional Director.
- Serves as DEA Colombia escort to high-ranking officials and Congressional Delegations from the U.S. as required. Participates in International Conferences as required by DEA. Provides assistance and occasional escort to Colombia officials travelling to the U.S. for drug enforcement conferences. Assists Colombian police officials travelling to the U.S. on judicial matters. Facilitates communication among other U.S. law enforcement agencies in obtaining assistance from host-nation police or office contacts in country. Is able to provide general background information related to international drug trafficking and organized crime organizations to include new trends in drug trafficking and identifying the major criminal organizations operating in Colombia. Represents the DEA Regional Director and/or Assistant Regional Directors at official events. Accompanies the Regional Director and/or Assistant Regional Directors to meet senior Colombian officials and serves as an advisor.
- Incumbent will have daily interaction with senior police and military leadership and will be the sole DEA representatives at numerous senior-level meetings, events, conferences, etc.

**MINIMUM **QUALIFICATIONS**
**EDUCATION**
Bachelor’s degree in criminal justice, management, criminology, or law is required.
**LANGUAGE **LEVEL**:

- Spanish: 4 = Fluent required in Speaking/Reading/Writing/Listening
- English: 1 = Rudimentary level required in Speaking/Reading/Writing/Listening

**EXPERIENCE**:

- A minimum of seven (7) years of experience in a host-country law enforcement agency associated with narcotics and criminal investigations, including six years of investigative experience and at least two years of experience working directly with high level local government and military personnel is required.

**KNOWLEDGE** OF: *
- Must have advanced knowledge of law enforcement regulations and advanced knowledge of all legal and regulatory frameworks regarding narcotics and criminal investigations in the U.S. and Colombia. Advanced knowledge of the workings of DEA and counterpart host country law
