DUTIES AND **RESPONSIBILITIES**
- The UAV Advisor will support the Organized Crime and Counternarcotics Division’s Program Officers and Deputy Eradication Advisor with the development, implementation, and oversight of a tactical and spray UAV programs that will support U.S. and Colombian eradication objectives.
- The Advisor will support the Colombian National Police (CNP)’s UAVs Unit (SIART in Spanish) and Colombian National Army, to provide in-depth assistance related to UAVs and other aerial or satellite platforms use for data collection processing and analysis also combined with multi feeds and sources data as input in the operational process for the CNP/EJC.
- The Advisor serves as the primary liaison between the CNP’s SIART UAV Command Center.
- The Advisor will work with CNP/SIART and EJC to establish the deployment of a new UAV systems and integrate their remotely sensed data into the overall CNP-SIART/EJC mission planning cycle and operational execution.
- Coordinate with INL procurement and finance personnel to facilitate the purchase of tactical and spray UAV program goods and services.
- The advisor is expected to ensure compliance with legislative, execute policy, and translate program goals into results.

**MINIMUM **QUALIFICATION**
**EDUCATION**
- Bachelor’s degree in homeland security, geography, geographic information systems, geospatial data analytics, aerial Imaging, or related military field.

**LANGUAGE **LEVEL**:

- Spanish: level 4 - Fluent level required in Speaking/Reading/Writing/Listening
- English: level 2 - Good working knowledge required in Speaking/Reading/Writing/Listening

**EXPERIENCE**:

- Demonstrated at least five (5) years related UAV experience, with a minimum of nine (9) years pertaining to airborne sensors and aerial imagery analysis and exploitation.
- Demonstrated knowledge of aerial imagery processing and analysis from UAVs.
- Demonstrated experience personally operating UAVs.
- Demonstrated experience with troubleshooting, routine maintenance, and repair of UAV platforms.
- Demonstrated knowledge of creating and sustaining telemetry and satellite data links from UAV platforms to operation centers in order to display live video feeds to decision makers.
- Demonstrated excellent oral and written Spanish communication skills.
- Demonstrated understanding of UAV laws and regulations.

**KNOWLEDGE** OF: *
- Demonstrated working knowledge of Colombian environmental laws, regulations, and practices as they relate to UAV aerial data operations.
- Demonstrated knowledge of illicit crop eradication programs, methods, and operations.
- Demonstrated knowledge in UAV emerging technologies.
- Knowledge of FAA and Colombian Civil Aviation Regulations, particularly pertaining to UAVs
- Knowledge of counternarcotics issues preferred
- Knowledge of government procurement processes preferred

**SKILLS AND** ABILITIES*:

- Ability to perform assigned duties with mínimal observation and to take the initiative as a self-starter.
- Ability to work quickly and independently to quickly prepare reports, talking points, and other correspondence.
- Ability to work diplomatically with Colombian and U.S. counterparts.
- Ability to create visually effective communications products that convey strategic messages to counterparts;
- Drafting concise, effective reports and briefs for senior policymakers in Spanish.
- Must be able to pass the US Embassy security background review.
- Work as a team member.
- Write effectively and quickly in English and Spanish.

**PHYSICAL DEMANDS OF THE JOB AND WORKING **ENVIRONMENT**:

- Jobholder will work primarily at the CNP Guaymaral base in Bogotá; however, will occasionally work inside the Embassy for coordination.
- Incumbent will travel frequently within Colombia to the field and to police/military installations.
- May conduct regular visits to primitive areas and coca fields, which often requires traversing rugged terrain on foot or in GOC helicopters.
