DUTIES AND **RESPONSIBILITIES**
- Advise the INL LEPS Division Chief and Senior Police Advisor on all issues related to the Colombian National Police (CNP) including its organization, strategic priorities, competencies, and bureacratic organization.
- Enable regular, constant contact with CNP officials across the organization, particularly leadership.
- In coordination witht the LEPS Division Chief and the LEPS Senior Police Advisor, plan, manage, and execute programs that promote police professionalization, crime reduction and prevention, tactical operations, and increased deployment to rural areas.
- Assist the Colombian National Police develop programs that enhance community policing and police
- community relations throughout in Colombia, with a focus on rural and underserved areas.
- Increase CNP capacity to manage and execute budgets and conduct strategic planning.
- Participate in CNP and INL senior-level meetings, special events, seminars, training events, and exercises.
- Provide expert senior-level police input to help INL develop and grow the LEPS program.
- Identify U.S.based train-the-trainer opportunities to meet CNP training gaps, increase capacity, and promote professionalism. Facilitate U.S.based training for CNP contacts by facilitating student lists for vetting, accommodations, and transportation.
- Prepare periodic progress reports to demonstrate LEPS programming impact.
- Travel throughout Colombia to implement new projects and programs, and/or monitor the progress of ongoing crime reduction, crime prevention, police training, police recruiting programs and efforts. Incumbent has incidental driving duties

**Job Requirements**:
**MINIMUM **QUALIFICATIONS**
**EDUCATION**
- Bachelor’s degree in police administration, criminal justice, or related field.
- Master’s degree preferred but not required in police or business administration, criminal justice, or a related field.

**LANGUAGE **LEVEL**:

- Spanish: level 4-Fluent Spanish in speaking/Reading/Writing/Listening
- English: level 1-Rudimentary level required

**EXPERIENCE**:

- Minimum of 10 years of experience in, or a combination of, law enforcement, security, community policing, crime prevention, police training/education, crime suppression and reduction planning, and/or community engagement.
- Minimum of 10 years of policing or security work preferably in Colombia.
- Experience working with international government organizations and NGOs to increase police professionalization, community relations, and citizen security.
- Experience with police professionalization, community relations, and citizen security programs.
- Previous work experience with the CNP preferred, but not required.

**KNOWLEDGE** OF: *
- Strong knowledge of CNP structure, mission, and culture.
- Strong knowledge of Colombian laws.
- Strong knowledge of and previous exposure to Colombian police and judiciary issues.
- Strong knowledge of the Colombian security context.
- Knowledge of best policing practices and emerging trends.

- Ability to consider the relative costs, benefits, and drawbacks of potential courses of action, and to choose the most appropriate recommendation.
- Ability to bring disparate audiences together and try to reconcile their differences to achieve program and/or project objectives.
- Ability to work in a diverse workspace composed of both host nation and U.S. staff.

**PHYSICAL DEMANDS OF THE JOB AND WORKING **ENVIRONMENT**:

- Incumbent will work in both an office setting and a field setting in rural areas where transportation, security, and modem infrastructure is limited.
- Incumbent may be required to telework.
- Incumbent will travel domestically and internationally in coordination with U.S. Embassy staff, or independently, to assure training efforts are advancing, new programs are being implemented, and to monitor current and ongoing projects and programs to assure they are meeting the desired objectives.
