DUTIES AND **RESPONSIBILITIES**
- Advise the Program Manager on human rights and criminal justice issues in Colombia, focusing on the challenges in investigation, prosecutions, and justice proceedings of human rights violations.
- Collect and analyze data on Colombian human rights violations and justice proceedings. Support the Program Manager to design and implement technical assistance to improve the service of justice in Colombian human rights violations.
- Analyze the full range of political, administrative, and budgetary issues affecting INL’s human rights and criminal justice projects and recommend a course of action.
- Develop and maintain professional relationships with human rights and justice institutions in Colombia to advance INL programs. Track processes within the counterpart entities that may have an impact on program goals and advise the Program Manager.
- Support the design and implementation of monitoring and evaluation plans for all projects.
- Support the Program Manager, INL and Embassy leadership in public outreach, bilateral engagement, and official travel to advance human rights and justice program objectives.
- Participate in the development or modification of Memorandum of Understanding (MOU), Implementation Agreement Letters, appendices or grants that are required in the development and implementation of projects.
- Support the procurement of goods and services required for each project goal, including the drafting of scope of work, terms of reference or specifications needed for contracting, using guidance from procurement personnel and regulations from DOS/INL.
- Work closely with the financial team to ensure the completion of obligation or de-obligation of funds processes and develop and monitor budgets related to program activities.
- Assist in managing regular on-going administration and oversight of programs, including but not limited to maintaining program files, requesting office supplies, receiving and controlling correspondence, making appointments, travel requests, etc.
- Perform other analysis and administrative duties as assigned.

**Job Requirements**:
**MINIMUM **QUALIFICATIONS**
**EDUCATION**:

- A university degree in law, justice or human rights is required.
- Master’s degree or relevant in political science, law or human rights is required.
- For those degrees that require a Professional License by Colombian law, it will be mandatory for the incumbent to provide copy of the license

**LANGUAGE **LEVEL**:

- Spanish level IV: Fluency in both spoken and written Spanish.
- English level II: Limited knowledge of both spoken and written English.

**EXPERIENCE**:

- Minimum of four years of experience on human rights-related justice proceedings in Colombia. This can include as or in support of a judge, prosecutor, ombudsman/public defender, in the restorative justice system, or the office of the inspector general.
- Two years of experience developing and/or managing cooperative projects for the government or a non
- governmental organization on the topic of human rights or criminal justice is preferred.

**GENERAL KNOWLEDGE, SKILLS AND **ABILITIES**:

- Extensive knowledge of the criminal justice system and human rights institutions in Colombia.
- Extensive knowledge of the human rights situation in Colombia.
- Extensive knowledge of international human rights standards.
- Ability to draft legal or policy documents in Spanish.
- Excellent skills in collection and presentation of information.
- Excellent communication and interpersonal skills.
- Professionalism and commitment to meeting deadlines and achieving results.
- Good computer skills in Microsoft Word, Excel, Power Point.

**PHYSICAL DEMANDS OF THE JOB AND WORKING **ENVIRONMENT**:

- The incumbent will be based in Bogota, Colombia and will travel frequently within Colombia, conditions permitting, and sometimes internationally.
