DUTIES AND **RESPONSIBILITIES**
- The Strategic Communications Advisor will support the Organized Crime and Counternarcotics Division Program Officers, PSCs, TPCs, and LES with the development, implementation, and oversight of a strategic communications plan that supports U.S. and Colombian counternarcotics objectives.
- The contractor will support this effort by conducting research, coordinating messaging with Colombian government, and supporting the development of communications content with embassy, Colombian government, and private sector contacts.
- Serve as Strategic Communications Advisor in the Eradication Operations Program of the Organized Crime and Counternarcotics (OCCN) Division in INL Bogota.
- Assist in the implementation of a multi-pronged communications strategy aimed at reducing public opposition to the Colombian and U.S. governments’ counternarcotics efforts.
- Directly support Program Manager and US third party contractor in implementation of day-to-day duties related to the strategy.
- Coordinate with INL procurement and finance personnel to facilitate the purchase of strategic communications goods and services in support of the strategy.
- Support Program Manager and other officials’ engagement with the Colombian Ministry of Justice, Ministry of Defense, Presidency, and other government agencies in support of the strategy.
- At the direction of the Program Manager, develop lines of effort to implement the communications strategy, including engaging private sector contractors to develop content.

**Job Requirements**:
**MINIMUM **QUALIFICATIONS**
**EDUCATION**
Bachelor’s degree in communications, media studies, journalism, psychology, marketing, sociology, political science, international relations, or other related field.
**LANGUAGE **LEVEL**:

- Spanish: level 4- Fluent level required in Speaking/Reading/Writing/Listening
- English: level 3- Good working knowledge required in Speaking/Reading/Writing/Listening

**EXPERIENCE**:

- Minimum five years of practical experience developing, implementing, and managing national-level communications projects required.
- Experience developing effective communications products for broad, public consumption.
- Experience coordinating events, designing content, and preparing senior government officials or private sector leaders for effective public communications.
- Experience dealing with journalists, social media influencers, and other media outlets.
- Experience working with Colombian government officials to develop public messaging.
- Experience working with local and national-level politicians, community leaders, NGOs, and other surrogates to advance key messaging priorities.
- Experience evaluating message impact, coordinating focus groups, and other means of assessing impact.

**KNOWLEDGE** OF: *
- Strong knowledge of general communications trends and approaches
- Strong knowledge of radio, television, and social media trends within Colombia
- Knowledge of media outlets in rural populations, particularly in areas with high levels of coca cultivation and insecurity
- Knowledge of counternarcotics issues preferred
- Knowledge of government procurement processes preferred

**SKILLS AND** ABILITIES*:

- Ability to perform assigned duties with mínimal supervision and to take the initiative as a self-starter.
- Ability to work quickly and independently to quickly prepare reports, talking points, and other correspondence.
- Ability to work diplomatically with Colombian and U.S. counterparts.
- Ability to create visually effective communications products that convey strategic messages to counterparts;
- Drafting concise, effective reports and briefs for senior policymakers in English and Spanish.
- Must be able to pass the US Embassy security background review.
- Work as a team member.
- Write effectively and quickly in English and Spanish.

**PHYSICAL DEMANDS OF THE JOB AND WORKING **ENVIRONMENT**:

- Job holder will work primarily outside of the Embassy in Bogotá however, will occasionally work inside the Embassy for coordination.
- Incumbent will travel frequently within Colombia to the field and to police/military installations.
- May conduct regular visits to primitive areas and coca fields, which often requires traversing rugged terrain on foot or in GOC helicopters.
