**Contracts and Grants Manager

  • USAID/Colombia Sustainable Agriculture Activity**
    The Opportunity:The purpose of the USAID/Colombia Sustainable Agriculture Activity (SAA) is to expand licit, profitable and climatesmart agribusiness models for Colombia's rural producers and value chain actors in conflictaffected regions with high prevalence of illicit crops, as a way to increase incomes, combat food insecurity, reduce greenhouse gas emissions and increase carbon sequestered in plants and soils, disincentivize coca production, and contribute to integrated rural development to transform rural conflict zones.
The SAA will take a market systems development approach to address the continued need for inclusive rural development opportunities in the priority conflict-affected areas of 1) Catatumbo, 2) Bajo Cauca, Cordoba, Southern Bolivar, and 3) Caquetá. The strategy for implementation will focus on implementing three pillars, markets, productivity, and environmental sustainability. This activity will work primarily in the coffee, cacao, rubber, dairy, fruits, and vegetables value chains.

The Activity is composed of the following components[AE1]:

  • Improved market access and increased sales for agricultural producers.
  • Increased productivity of licit production systems.
  • Expanded use of climatesmart agriculture (CSA).
  • Crosscutting component: small scale infrastructure.
The Activity start date was February 16, 2023, and is a five-year project.

Position Description and Supervision:

***The Contracts and Grants Manager reports to the Activity Fund Manager. He/She will directly administer grants and subcontracts, and will therefore carry out market research, solicitations, and all pre
- and post-award activities such as: developing scopes of work in collaboration with the technical team, developing RFPs/RFAs, proposal[AE2] review, budget negotiation, due diligence, follow-up, field visits, training, document preparation, maintaining updated documentation for each activity, closing, and ensuring quality control of all procurement documentation related to activities, among others. He/she will also support the Activity Fund Manager in the administration of the portfolio of activities and budget projection & follow-up.

Primary Duties and Responsibilities:

  • Process[AE3] contracts and grants that are funded under the Activities Fund.
  • Follow up on deliverables and reports required for each activity (contract or grant).
  • Ensure compliance with USAID rules and regulations and Palladium specific policies for any actions under the Activity Fund.
  • Support the Activity Fund Manager in coordinating with the contracts and grants specialists in the regional offices.
  • Work closely with the Finance and Administration staff to ensure payments are verified and made on a timely basis.
  • Manage and ensure that the planning and tracking tool of the Activity Fund portfolio accurately reflects status of each of the activities.
  • Comply with the Activity Fund manual.
  • Conduct transparent selection processes (APS, RFA, RFP), due diligence, support cocreation processes with partners and provide support to grantees and subcontractors on USAID compliance.
  • Use and maintain uptodate Palladium's webbased award management system.
  • Support Activity Fund budget planning.
  • Provides training to SAA and grantee staff when needed.

Required Qualifications:

***- Undergraduate degree in social sciences, international cooperation, finance, administration, law, or similar relevant field.
A minimum of five (5) years of relevant work experience in project administration, grant management and/or contracts management.

  • Experience in ensuring compliance with the regulations of an international development organization.
  • Written and spoken fluency in Spanish.

Key Competencies Preferred:

  • Prior experience managing activity funds in similar size and complexity.
  • Prior experience implementing donor-led programs in conflict-affected regions, specifically in the target PDET regions in Colombia.
  • Knowledge of USAID policies, procedures, documentation requirements, and regulations with regards to different procurement mechanisms.
  • Experience in project management.
  • Masters degree in social sciences, international cooperation, finance, administration, law or similar relevant field, or equivalent.
