Project Summary:
The USAID/OTI Colombia Program seeks to address emerging factors of instability through support to the Government of Colombia (GOC) and communities for robust peace accord implementation, thus helping to demonstrate that an integrated, comprehensive approach to the conflict also provides solutions to some of the country's biggest problems to include rural insecurity and illicit economies.

Position Summary:
The Consultant will be based in the Bogotá office and will be a part of the Colombia Transforma Program Grants team.
The Consultant will be responsible for supporting the selection and hiring processes of consultants, including inductions, uploading information into the GRUMP system, communications, processing disbursements, monitoring and closing contracts.
The Consultant will report to the Grants Manager and will be a service delivery contract for four months.This position will be required to produce a few deliverables including a tracker to follow up on the hiring process of assigned consultants to be delivered on regular monthly intervals during the consultant's tenure.
Responsibilities:
- Upload information and updates of activities and contracts to GRUMP according to assignment.
- Elaboration of contracts in the MSI system, GRUMP.
- Review of affiliation and social security payments as well as support for the payment of fees and travel legalizations of contracts assigned. Monitor, organize, and process disbursements.
- Upload information to the subsidy trackers of the processes carried out.

Implícito en este enfoque está el apoyo al Gobierno de Colombia para comprender los impulsores únicos de inestabilidad posteriores al acuerdo y el apoyo para la puesta a prueba de soluciones innovadoras.
El programa también se enfocará en aumentar la capacidad y corresponsabilidad tanto de los actores comunitarios como de los actores comunitarios para la implementación del acuerdo.

Resumen de la consultoría:
Esta consultoría estará en la oficina de Bogotá y es parte del equipo de Subvenciones del Programa Colombia Transforma.
El consultor será responsable de apoyar los procesos de selección y contratación de consultores, incluyendo inducciones, carga de información en sistema GRUMP, comunicaciones, trámite de desembolsos, hacer seguimiento y cerrar contratos.
Esta consultaría reporta al Gerente de Subvenciones y será un contrato de prestación de servicios por cuatro meses.En este puesto se requerirá la producción de algunos entregables, incluyendo un seguimiento del proceso de contratación de los consultores asignados, que se entregarán en intervalos regulares mensuales durante la permanencia del consultor.
Responsabilidades:
- Liderar las fases de contratación de consultores de las actividades que le sean asignadas, incluyendo revisión de perfiles para programación de entrevistas, acompañamiento de entrevistas, tabulación de resultados, solicitud de documentos al consultor, revisión de documentos de postulación, análisis de tasa diaria, preparación, elaboración, seguimiento y cierre de contratos.
- Cargar información y actualizaciones de actividades y contratos en GRUMP según asignación.
- Elaboración contratos en el sistema de MSI, GRUMP.
- Revisión de afiliaciones y pagos de seguridad social y demás soportes para pago de honorarios y legalizaciones de viaje de los contratos que le sean asignados. Monitorear, organizar y tramitar los desembolsos.
- Cargar información en los trackers de subvenciones de los procesos realizados.
Qualifications:
- Bachelor's degree in Accounting, Administration, or other related discipline preferred.
- Minimum three years of grant experience in development projects preferred.
- Experience with USAID and OTI projects is highly desirable preferred.
- Experience with consultant recruitment processes required.
- Experience using Excel and Microsoft Office Suite required.
