Project Summary:

The USAID/OTI Colombia Program seeks to address emerging factors of instability through support to the Government of Colombia (GOC) and communities for robust peace accord implementation, thus helping to demonstrate that an integrated, comprehensive approach to the conflict also provides solutions to some of the country's biggest problems to include rural insecurity and illicit economies. Implicit in this approach is support to the GOC in understanding the unique post- accord drivers of instability and support for piloting innovative solutions. The program will also focus on increasing the capacity and co-responsibility of both GOC and community actors for accord implementation.

**Please note: Only Colombian citizens are eligible for this position.**

Position Summary:

The Work Safety and Health Specialist will be responsible for designing, implementing, managing, and executing the company's Occupational Safety and Health Management System activities. The position will be a fixed-term labor contract and will be based in Bogota.

Responsibilities: 

Develop and execute the annual training program in promotion and prevention, which includes priority hazards/risks and extends to all levels of the organization. Develop and execute the Epidemiological Surveillance Programs according to the company's risks. Report to senior management any situations that may affect the Safety and Health of contractors and visitors. Develop and update Occupational Health and Safety policies necessary for the management of suppliers and contractors, and request approval from management. Develop, review, and update the company's risk matrix. Develop, review, and update the company's legal requirements matrix. Conduct scheduled and unscheduled inspections of the facilities. Keep updated the safe work procedures and those activities that generate priority risks for the company, whether they are routine or non-routine. Participate in the incident investigation team, including work accidents and occupational diseases. Execute and follow up on action plans derived from investigations of incidents, work accidents, and occupational diseases. Conduct training for staff related to Occupational Health and Safety. Attend visits from the Occupational Risk Insurer (ARL) and oversight entities that visit the company to review the Occupational Health and Safety Management System. Prepare the Annual Occupational Health and Safety Work Plan for the company, including resource allocation and the necessary budget for its execution. Present the Annual Occupational Health and Safety Plan to Management for approval and signature. Monitor and execute action plans derived from corrective, preventive, and improvement actions originating from the various activities of the Occupational Health and Safety Management System. Prepare the reports required by Management, administrative entities, or the Occupational Risk Insurer. Support and advise workers, the Coexistence Committee, the Joint Safety and Health Committee (COPASST), the brigades, and company management in preparing accountability reports. Participate actively in the Joint Occupational Health and Safety Committee, the Coexistence Committee, and the company's brigade in their activities. Schedule internal audits in Occupational Health and Safety. Monitor restrictions originating from occupational medical examinations and notify management when employees do not comply. Request information from the contracted healthcare provider (IPS) for occupational examinations, including information on licenses, custody guarantees of medical records, and other documents regulated by current legislation. Request documentation from contractors performing activities in the company and verify the information received. Design, implement, and execute programs necessary for the prevention of occupational diseases and work accidents. Support the new employee affiliation process. Perform any other function assigned by the Finance and Administration Manager.

Resumen del Proyecto:

El Programa USAID/OTI Colombia tiene como objetivo abordar los factores emergentes de inestabilidad a través del apoyo al Gobierno de Colombia (GDC) y las comunidades para la implementación sólida de los acuerdos de paz, ayudando así a demostrar que un enfoque integrado e integral del conflicto también proporciona soluciones a algunos de los mayores problemas del país como inseguridad rural y economías ilícitas. Implícito en este enfoque está el apoyo al Gobierno de Colombia para comprender los impulsores únicos de inestabilidad posteriores al acuerdo y el apoyo para la puesta a prueba de soluciones innovadoras. El programa también se enfocará en aumentar la capacidad y corresponsabilidad tanto de los actores comunitarios como de los actores comunitarios para la implementación del acuerdo.

Resumen del Cargo:

Esta posición es responsable de diseñar, implementar, administrar, coordinar y ejecutar las actividades del Sistema de Gestión de la Seguridad y la Salud en el Trabajo de la empresa. El puesto tendrá un contrato laboral a término fijo con base en Bogotá.

Responsabilidades:

Elaborar y ejecutar el programa de capacitación anual en promoción y prevención, que incluye los peligros/riesgos prioritarios y sea extensivo a todos los niveles de la organización. Elaborar y ejecutar los Programas de Vigilancia Epidemiológica, de acuerdo con los riesgos de la empresa. Reportar a la alta dirección las situaciones que puedan afectar la Seguridad y Salud de los trabajadores Contratistas y visitantes Elaborar y actualizar las políticas de Seguridad y Salud en el Trabajo, necesarias para el manejo de proveedores y contratistas y solicitar la aprobación por parte de la gerencia. Elaborar, revisar y actualizar la matriz de riesgos de la empresa. Elaborar, revisar y actualizar la matriz de requisitos legales de la empresa. Realizar inspecciones programadas y no programadas a las instalaciones. Mantener actualizados los procedimientos de trabajo seguro y de aquellas actividades que generen riesgos prioritarios para la empresa sean estas rutinarias o no rutinarias. Participar en el equipo investigador de incidentes, accidentes de trabajo y enfermedades laborales. Ejecutar y dar seguimiento a los planes de acción derivados de investigaciones de incidentes, accidentes de trabajo y enfermedades laborales. Orientar capacitaciones al personal relacionadas con Seguridad y Salud en el Trabajo. Atender las visitas de la ARL y de las entidades de vigilancia que visiten la empresa para la revisión del Sistema de Gestión de Seguridad y Salud en el Trabajo. Preparar el Plan de Trabajo Anual de Seguridad y Salud en el Trabajo de la empresa, incluyendo la asignación de recursos y el presupuesto necesario para su ejecución. Presentar a la Gerencia el Plan Anual de Seguridad y Salud en el Trabajo para su aprobación y firma. Realizar el seguimiento y ejecución a los planes de acción derivados de las acciones correctivas, preventivas y de mejora, que se originen de las diferentes actividades del Sistema de Gestión de Seguridad y Salud en el Trabajo. Elaborar los Informes que sean requeridos por la Dirección, por las entidades administrativas o por la Administradora de Riesgos Laborales. Apoyar y asesorar a los trabajadores, el Comité de Convivencia, el COPASST, las Brigadas y la Gerencia de la Empresa, en la elaboración de los informes de rendición de cuentas. Participar activamente en el Comité Paritario de Seguridad y Salud en el Trabajo, al Comité de Convivencia y a la brigada de la empresa en sus actividades. Programar auditorías internas en Seguridad y Salud en el Trabajo. Realizar seguimiento a las restricciones originadas en los exámenes médicos ocupacionales y notificar a la gerencia cuando no se dé cumplimiento por parte de los empleados. Realizar la solicitud a la IPS contratada para los exámenes ocupacionales de la información relativa a licencias, garantía de custodia de las historias clínicas y demás documentos reglamentados en la normatividad vigente. Solicitar la documentación a los contratistas que realicen actividades en la empresa y verificar la información recibida. Diseñar, implementar y ejecutar, los programas que sean necesarios para la prevención de enfermedades laborales y accidentes de trabajo. Apoyar el proceso de afiliaciones a nuevos ingresos. Cualquier otra función designada por el Gerente de Finanzas y Administración.

Qualifications:

Bachelor’s degree in work safety and health specialist with a valid license is required. Minimum two years of experience in implementing, executing, and monitoring the system is required. Ability to communicate clearly and effectively, both verbally and in writing, with all levels of the organization. Ability to lead teams and projects, positively influence, and motivate employees to follow safety practices. Proficiency in Spanish is required.
