Services Project Buyer

**Job Description Summary**:
As one of the Hydro Services project buyer, you will be responsible for the on-time and on-budget delivery of all the products or services procured for our Service jobs on hydro turbines and generators. Those works can also be extended to valves, piping works or any other mechanical or electrical auxiliaries/sub-assemblies in the hydro power station.

The Service jobs include Spare Parts, Maintenance, Repairs or simple retrofit works for most of them. Condition assessment or Technical assistance (Emergency or not) can also be part of the scope of work.

The typical commodities are:

- mechanical welded sub-assemblies, forged or casting mechanical product with machining
- surface coatings
- contract all type of services to attend service site needs
- Shop mechanical repairs services (incl. welding, NDT, machining)
- Field services activities
- Electrical components
- Electronical components (Controls and Governors)

Responsibilities include, but are not limited to sourcing within an existing supplier database, procurement, logistics, transportation.

As such, the responsibilities cover both tendering and execution stages of Service jobs for several Service hubs located in Latin America.

Transversal role:

- Consolidate Service hubs regional needs in terms of suppliers
- Work with sourcing key commodity managers to ensure GE qualified vendors is aligned with the service hubs need with regards to responsiveness, overall lead time, quality, On-time delivery, cost competitiveness
- Influence sourcing strategy : in collaboration with key commodity managers, support and present any relevant business case for new vendors development or frame work agreement definition.
- Participate in new suppliers development or frame work agreement set-up to ensure smooth and lean execution with supplier when first purchase order will be placed
- Consolidate suppliers costing for key service commodities, develop costing knowledge and feed the costing database for such activities
- In collaboration with key commodity manager, benchmark market price in the hub region

Tendering Stage:

- Follows sourcing strategy defined by service commodity leaders and global buyers for key commodities and services (labor, repair, field services, )
- Understand the technical specifications of the service jobs and prepare the RFQ packages to suppliers
- In collaboration with the key commodity buyers, Identify relevant vendors in the supplier panels and manage requests for quotations in order to reach the most competitive offer (Lead Time and/or costs depending on tender strategy)

Execution stage:

- In collaboration with the key commodity buyers, negotiate the vendor offer as per service job strategy (cost competitiveness and/or lead time)
- Place Purchase Order and follow-up vendors until material or service delivery. Manage interactions with engineering, quality, field operations as required so as to ensure vendor can execute the order according to GE Renewable Energy specification, on time and on budget.
- Coordinate transportation until final destination as per the Incoterm of the Service job contract
- Owns the overall Supply chain budget, and manage risks and opportunities with vendors to deliver on budget, assess costs to complete to manage the projects forecast

The Service projects buyer will report to the Latin America Regional Sourcing Leader and will functionally report to the service hub leaders. Each Service regional hub operates under the direction of the Hydro Service leader of Latin America.

**Qualifications/Requirements**
- University Degree Administration or Engineering;
- Strong ability to be fully autonomous
- Strong understanding of clients and the industry
- Strong EHS culture;
- Advanced English and Spanish (or Portuguese);
- Project Management experience;
- Experience in a Service environment is valued
