Job Summary

The Norwegian Refugee Council (NRC) is seeking a highly experienced and strategic individual to fill the role of Regional Investigations Specialist for Latin America. This position will be responsible for conducting and advising on administrative internal investigations related to allegations of misconduct and other violations of NRC's rules and regulations in the region.

Key Responsibilities
  • Ensure a strategic and compliant approach to investigations procedures in accordance with NRC's investigation routines.
  • Prepare investigation plans in coordination with the HO Anti-Corruption & Investigation Specialist and the Head of PSEA.
  • Conduct fair and transparent internal investigations in accordance with agreed plans and complete investigation reports with clear responsive recommendations.
  • Support, guide, and oversee or manage investigations remotely that are being conducted by NRC staff in Country Offices in line with NRC standards.
  • When required, travel to carry out high-quality, internal investigations in country offices in the region or other NRC locations, including documentation analysis, interviews of witnesses and subjects of concern, and other investigative actions.
  • Conduct training to reinforce investigation capacities in the region and provide guidance to employees as potential whistleblowers.
Requirements
  • Minimum 5 years of experience from working as a senior Manager/Adviser in a humanitarian/recovery context.
  • Recognised qualification in investigations, HR, law, or other related field, or significant training and experience in the field of investigations.
  • Experience from working in complex and volatile contexts.
  • Documented results related to the position's responsibilities.
  • Knowledge about own leadership skills/profile.
  • International experience in, and knowledge about the regional context is highly desirable.
  • Fluency in both English and Spanish, both written and verbal.
  • Experience with administrative investigations.
  • Management experience in the humanitarian sector.
  • Relevant international work experience, ideally in conflict or post-conflict settings.
  • Experience of a survivor-centered approach in sexual misconduct case work.
  • Clear ethical focus, high integrity, and ability to confidentially handle sensitive information.
What We Offer
  • Duty station: In one of NRC's offices in the region (Venezuela, Colombia, Ecuador, Panama, Honduras, El Salvador, Guatemala, and Mexico). Must be a national of have the right to work in any of those countries.
  • Contract: National, 12 months, extendable.
  • Travel: Up to 40%.
  • Salary/benefits: Grade 9 on NRC's salary scale, with accompanying terms and conditions for national contracts.
