Panagora Group, a woman-owned small business specializing in global health and international development, seeks an experienced Evaluation Planning Specialist for the anticipated two-year USAID/ Colombia Monitoring, Evaluation & Learning Short-term (MELSA) Activity. MELSA will provide USAID/ Colombia with technical and advisory services for monitoring; evaluations; research, assessments, and data analysis; geographic information services (GIS); and collaboration, learning, and adapting activities.

This Activity will provide the Mission with technical and advisory services that facilitate informed program management decisions, shape the long-term strategic direction of programs and decision-making within the Mission, and enable USAID/Colombia to comply with USAID’s Evaluation Policy and USAID Automated Directives System (ADS) 201. The expected result of this Activity is to enhance the Mission’s MEL capability and to ensure empirical evidence for programming, learning, and adapting.

**Responsibilities**:

- Leads the planning of each evaluation stage, including a detailed list of activities, inputs needed, and a detailed schedule.
- Leads the methodological design of the evaluations, especially the design matrix.
- Guides and coordinates primary and secondary data collection. This includes coordinating quantitative data collection with the selected firm and regarding the qualitative data collection process.
- Implements the qualitative instruments in fieldwork for qualitative data collection
- Coordinates the timely development of deliverables and reporting, including data analysis, reports, and presentations.
- Coordinates the logístical and operational components of the evaluation.
- Supervises the operational and administrative execution of the evaluation, ensuring adequate resources are brought to bear.
- Leads the technical development evaluation products, in close coordination with the Lead Evaluation Expert.
- Coordinates the timely delivery of the inputs required to prepare high-quality evaluation reports.
- Prepares reports and presentations for USAID and the Implementing Partner. This includes participation in any Use and Dissemination Plan presentation required.

Panagora Group es una pequeña empresa propiedad de mujeres especializada en salud global y desarrollo internacional, que busca un Especialista de Planeación de Evaluaciones con experiência en evaluación para ser parte de la Actividad de dos años de USAID/Colombia de Monitoreo, Evaluación y Aprendizaje a Corto Plaza (MELSA). MELSA proporcionará a la Misión servicios técnicos y de asesoría, en monitoreo, evaluaciones, investigaciones, estudio y análisis de datos; servicios de información geográfica (SIG); y actividades de colaboración, aprendizaje, y adaptación.

Esta Actividad brindará a la Misión servicios técnicos y de asesoría, para facilitar la toma de decisiones informadas sobre la gestión de las Actividades de USAID/Colombia, para dar forma a la dirección estratégica a largo plazo de de la programación de la Misión, y permitir a USAID/Colombia cumplir con la Política de Evaluación y el Sistema de Directrices Automatizadas de USAID (ADS) 201. El resultado esperado de esta Actividad es mejorar la capacidad MEL de la Misión y asegurar evidencia empírica para la colaboración, el aprendizaje, y la adaptación.

**Responsabilidades**:

- Liderar la planeación de cada etapa de las evaluaciones, lo cual incluye una lista detallada de actividades, su cronograma e insumos necesarios.
- Liderar el diseño metodológico de las evaluaciones, en especial la matriz de diseño de la evaluación.
- Guiar y coordinar la recopilación de datos primarios y secundarios que incluye la coordinación de la recolección de datos cuantitativos con la firma seleccionada y la coordinación de la recolección de datos cualitativos.
- Implementar los instrumentos cualitativos en el trabajo de campo para la recolección de datos cualitativos.
- Coordinar el desarrollo oportuno de entregables e informes, incluidos el análisis de datos, informes y presentaciones.
- Coordinar los componentes logísticos y operativos de la evaluación.
- Supervisar la ejecución operativa y administrativa de la evaluación, asegurando que se destinen los recursos adecuados.
- Liderar los productos de evaluación del desarrollo técnico, en estrecha coordinación con el Lider Experto en Evaluaciones (LEE).
- Coordinar la entrega oportuna de los insumos requeridos para preparar informes de evaluación de alta calidad.
- Preparar los reportes y presentaciones para USAID y el Socio Implementador. Participar en cualquier presentación requerida en el Plan de Uso y Diseminación.
