Panagora Group, a woman-owned small business specializing in global health and international development, seeks an experienced Quantitative Analyst for the anticipated 2-year USAID/ Colombia Monitoring, Evaluation & Learning Short-term (MELSA) Activity. MELSA will provide USAID/ Colombia with technical and advisory services for monitoring; evaluations; research, assessments, and data analysis; geographic information services (GIS); and collaboration, learning, and adapting activities.

This Activity will provide the Mission with technical and advisory services that facilitate informed program management decisions, shape the long-term strategic direction of programs and decision-making within the Mission, and enable USAID/Colombia to comply with USAID’s Evaluation Policy and USAID Automated Directives System (ADS) 201. The expected result of this Activity is to enhance the Mission’s MEL capability and to ensure empirical evidence for programming, learning, and adapting.

**Responsibilities**:

- Support evaluation designs, including theory of change analysis, construction of indicators based on evaluation questions, quantitative data collection methods, and analysis plans.
- Oversee the sampling design and the design of data collection instruments.
- Participate in secondary data collection, such as the Government of Colombia's administrative records.
- Oversee the quality of quantitative data collection for evaluations.
- Conduct the quantitative analysis for reports and corresponding quantitative evidence annexes. This includes creating descriptive statistics with connected graphs and tables for the data triangulation process and related quantitative analysis.
- Produce the statistical analyses and econometric models necessary for the triangulation of information for the findings, conclusions, and recommendations for the evaluation.
- Support preparation of reports and presentations for USAID and Implementing Partners.
- Support the qualitative data collection.

Panagora Group es una pequeña empresa propiedad de mujeres especializada en salud global y desarrollo internacional, que busca un/a Analista Cuantitativo/a con experiência en evaluación para ser parte de la Actividad de dos años de USAID/Colombia de Monitoreo, Evaluación y Aprendizaje a Corto Plaza (MELSA). MELSA proporcionará a la Misión servicios técnicos y de asesoría, en monitoreo, evaluaciones, investigaciones, estudio y análisis de datos; servicios de información geográfica (SIG); y actividades de colaboración, aprendizaje, y adaptación.

Esta Actividad brindará a la Misión servicios técnicos y de asesoría, para facilitar la toma de decisiones informadas sobre la gestión de las Actividades de USAID/Colombia, para dar forma a la dirección estratégica a largo plazo de de la programación de la Misión, y permitir a USAID/Colombia cumplir con la Política de Evaluación y el Sistema de Directrices Automatizadas de USAID (ADS) 201. El resultado esperado de esta Actividad es mejorar la capacidad MEL de la Misión y asegurar evidencia empírica para la colaboración, el aprendizaje, y la adaptación.

**Responsabilidades**:

- Apoyar los diseños de evaluación, incluido el análisis de la teoría del cambio, la construcción de indicadores basados en preguntas de evaluación, los métodos de recopilación de datos cuantitativos y los planes de análisis.
- Supervisar el diseño del muestreo y el diseño de los instrumentos de recolección de datos.
- Participar en la recolección de información de fuentes secundarias como los registros administrativos del Gobierno de Colombia.
- Garantizar la calidad de la recolección de información cuantitativa para la evaluación.
- Realizar el análisis cuantitativo para los reportes mencionados en los entregables, con los anexos de evidencia cuantitativa correspondientes. Esto incluye la generación de estadística descriptiva con las gráficas y cuadros de salida correspondientes, necesarios para la triangulación de información y análisis cuantitativo correspondiente.
- Producir los análisis estadísticos y modelos econométricos necesarios para la triangulación de información en la elaboración de hallazgos, conclusiones y recomendaciones de las evaluaciones.
- Apoyar al líder del equipo en la preparación de informes y presentaciones para USAID y el socio implementador.
- Apoyar la recolección de información cualitativa.
