MELSA provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA).- MELSA seeks an expert in community-level pro-social behavior, reconciliation, and peace as part of a Restoring Our Future (ROF) baseline evaluation team. This baseline evaluation will be designed as a developmental evaluation (DE). The USAID Restoring Our Future (ROF) Activity aims to ensure that the existing policies and Peace Agreement provisions translate into operational models and strategies linked to concrete institutional capacities that can generate impactful actions. The Activity aims to protect victims' rights and advance reconciliation, strengthen victims’ organizations, and support reconciliation and non-repetition. The pro-social behavior, reconciliation, and peace Expert will support analysis related to the security policy that impacts victims’ rights.

The following are key requirements and responsibilities for this role:
**Responsibilities**:

- Support the Team Leader with the design of the DE, including designing indicators, data collection methods for quantitative and qualitative information, and an analysis plan.
- Review primary and secondary information sources related to security policy that impact victims.
- Oversee quantitative and qualitative data collection quality related to thematic points.
- Lead the integration of thematic topics in designing quantitative and qualitative data collection instruments related to the security policy that impacts victims’ rights.
- Participate in the coding process related to qualitative instruments and provide a thematic revision of the process in creating the codebook.
- Support qualitative and quantitative data analysis for reports and presentations mentioned in the deliverables. This covers the data triangulation process and its corresponding qualitative and quantitative analysis to answer each baseline question as requested by the Team Leader.
- Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner. This includes any required participation in the final presentation and report phases.
- Perform all other duties as assigned by the immediate supervisor or MELSA Lead evaluation expert.

La actividad Restaurando Nuestro Futuro de USAID pretende garantizar que las políticas existentes, así como lo dispuesto en el Acuerdo de Paz, se traduzcan en modelos operativos y estrategias vinculadas a capacidades institucionales específicas que puedan generar acciones de impacto. Igualmente, la Actividad busca proteger los derechos de las víctimas y avanzar en la reconciliación, fortalecer las organizaciones de víctimas y apoyar la reconciliación y la no repetición. El Experto en comportamientos prosociales, reconciliación y paz apoyará los análisis relacionados con la política de seguridad que incide en los derechos de las víctimas.

- Apoyar al Jefe de Equipo en el diseño de la línea de base y la DE, incluyendo el diseño de indicadores, métodos de recogida de datos para información cuantitativa y cualitativa, y un plan de análisis.
- Revisar las fuentes de información primarias y secundarias relacionadas con la política de seguridad que afectan a las víctimas.
- Supervisar la calidad de la recopilación de datos cuantitativos y cualitativos relacionados con los puntos temáticos.
