- 7-10 years- Panagora Group is a U.S. small business that provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation, and Learning Short-Term Activity (MELSA). MELSA provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA).- MELSA seeks a Transitional Justice System Expert as part of an Inclusive Justice (IJ) mid-term evaluation team. The USAID Inclusive Justice (IJ) Activity aims to facilitate justice service access for citizens living in rural and violence-affected areas. The Activity has the goals of reducing impunity, expanding justice service access, and promoting trust in the justice system. The Transitional Justice System Expert will support analysis related to restorative justice, People-Centered Justice, and transitional justice.
The following are key requirements and responsibilities for this role:
**Responsibilities**:
- Support the Team Leader with the evaluation design, including the construction of indicators, data collection methods for quantitative and qualitative information, and an analysis plan.
- Review primary and secondary information sources related to restorative justice. land restitution, transitional justice, Sistema Integral de Verdad, Justicia, Reparación y No Repetición (SIVJRNR), the Special Jurisdiction for Peace (JEP), and other related issues.
- Oversee quantitative and qualitative data collection quality related to thematic points.
- Lead thematic topics in the design of the quantitative and qualitative data collection instruments related to restorative justice. land restitution, transitional justice, Sistema Integral de Verdad, Justicia, Reparación y No Repetición (SIVJRNR), the Special Jurisdiction for Peace (JEP).
- Participate in the coding process related to qualitative instruments and provide a thematic revision of the process in creating the codebook.
- Support qualitative and quantitative data analysis for reports and presentations mentioned in the deliverables. This covers the data triangulation process and its corresponding qualitative and quantitative analysis to answer each evaluation question as requested by the team leader.
- Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner. This includes any required participation in the final presentation and report.
- Perform all other duties as assigned by the immediate supervisor or MELSA Lead evaluation expert.

La actividad de Justicia Inclusiva de USAID tiene como objetivo facilitar el acceso a los servicios de justicia a los ciudadanos que viven en zonas rurales y afectadas por la violencia. Los objetivos de la actividad son reducir la impunidad, ampliar el acceso a los servicios de justicia y promover la confianza en el sistema judicial. El Experto en Justicia Transicional apoyará análisis relacionados con justicia centrada en las personas, justicia restaurativa y justicia transicional.

**Responsabilidades**:
- Apoyar al Líder del Equipo en el diseño de la evaluación, incluyendo la construcción de indicadores, métodos de recolección de datos para información cuantitativa y cualitativa y un plan de análisis.
- Revisar fuentes de información primarias y secundarias relacionadas con sistemas tradicionales de justicia, sistemas locales de justicia, marco institucional de justicia, participación ciudadana, Estado de Derecho, cambio de comportamiento social, acceso a sistemas de justicia a nível local y rural, mecanismos de resolución de conflictos, Comisarías de Familia, análisis de violencia de género, respuesta institucional a amenazas a líderes sociales, y otros temas relacionados.
