MELSA provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA).- MELSA seeks an Institutional Expert
- Victims as part of a baseline evaluation team for the USAID Restoring Our Future (ROF) project. This baseline evaluation will be designed as a developmental evaluation (DE).The USAID Restoring Our Future (ROF) Activity aims to ensure that the existing policies and Peace Agreement provisions translate into operational models and strategies linked to concrete institutional capacities that can generate impactful actions. The Activity aims to protect victims' rights and advance reconciliation, strengthen victims’ organizations, and support reconciliation and non-repetition. The Institutional Expert - Victims will support analysis related to the victims’ institutional development and institutional framework.
The following are key requirements and responsibilities for this role:
**Responsibilities**:
- Support the Team Leader with the baseline DE evaluation design, including the construction of indicators, data collection methods for quantitative and qualitative information, and an analysis plan.
- Review primary and secondary information sources related to victims’ institutional development and related issues.
- Oversee quantitative and qualitative data collection quality related to thematic points.
- Lead the integration of thematic topics in designing quantitative and qualitative data collection instruments related to victims’ issues.
- Participate in the coding process related to qualitative instruments and provide a thematic revision of the process in creating the codebook.
- Support qualitative and quantitative data analysis for reports and presentations mentioned in the deliverables. This covers the data triangulation process and its corresponding qualitative and quantitative analysis to answer each baseline question as requested by the Team Leader.
- Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner. This includes any required participation in the final presentation and report phases.
- Perform all other duties as assigned by the immediate supervisor or MELSA Lead evaluation expert.

La actividad Restaurando Nuestro Futuro de USAID pretende garantizar que las políticas existentes, así como lo dispuesto en el Acuerdo de Paz, se traduzcan en modelos operativos y estrategias vinculadas a capacidades institucionales específicas que puedan generar acciones de impacto. Igualmente, la Actividad busca proteger los derechos de las víctimas y avanzar en la reconciliación, fortalecer las organizaciones de víctimas y apoyar la reconciliación y la no repetición. El Experto Institucional en Víctimas apoyará los análisis relacionados con el desarrollo institucional y el marco institucional de las víctimas.

**Responsabilidades**:
- Apoyar al Jefe de Equipo con el diseño de la línea de base y la DE, incluyendo la construcción de indicadores, métodos de recolección de datos para información cuantitativa y cualitativa, y un plan de análisis.
- Revisar las fuentes de información primarias y secundarias relacionadas con el desarrollo institucional de las víctimas y cuestiones conexas.
- Supervisar la calidad de la recopilación de datos cuantitativos y cualitativos relacionados con los puntos temáticos.
- Dirigir la integración de los temas temáticos en el diseño de instrumentos de recopilación de datos cuantitativos y cualitativos relacionados
