The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services:

designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.


  • USAID/Colombia requested MELSA develop an assessment to provide further evidence and insights for the understanding of the gold mining market in Colombia. The project will span various regions known for significant gold production, involving a diverse range of stakeholders engaged in gold production and commercialization, as well as other key regional players. The Assessment requires using quantitative and qualitative methodologies to collect and analyze the information related to the project.
MELSA requires hiring a Quantitative Specialist to work under the supervision of the Team Leader to achieve the following Assessment Purposes:

  • Calculate the comprehensive market value and size of gold mining in Colombia by incorporating both the price, mined, and exported gold from all possible sources, namely: legal, illegal, registered, and unregistered operations.
  • Identify environmental impacts that emerge across different scales of mining operations, such as pollution, land degradation, and climate change.
  • Explore approaches that can enhance financial inclusion and access to markets for small miners.

Responsibilities:

  • Support the Team Leader with the evaluation design, including constructing indicators and data collection methods for quantitative information.
  • Support the design of the instruments for the primary data collection.
  • Participate in the data collection from secondary sources.
  • Ensure the quality of quantitative data collection for the evaluation.
  • Perform the quantitative analysis for the final evaluation report.
  • Support the Team Leader in preparing reports and presentations for USAID.

Panagora Group es una pequeña empresa estadounidense que proporciona servicios técnicos y de asesoramiento relacionados con el monitoreo, la evaluación y el aprendizaje de la estrategia y actividades de USAID/Colombia.

La Actividad a Corto Plazo de Monitoreo, Evaluación y Aprendizaje (MELSA, por sus siglas en inglés) brinda servicios de apoyo al monitoreo: diseño e implementación de evaluaciones de desempeño e impacto, así como otros estudios y evaluaciones, respaldando su uso y difusión, y desarrollando iniciativas de colaboración, aprendizaje y adaptación.


USAID/Colombia ha solicitado que MELSA desarrolle una investigación para proporcionar evidencia y hallazgos que permitan la comprensión del mercado de la minería de oro en Colombia.

El proyecto abarca varias regiones conocidas por su producción de oro, involucrando a una amplia gama de partes interesadas en la producción y comercialización de oro, así como a otros actores regionales clave.

La Evaluación requiere el uso de metodologías cuantitativas y cualitativas para recopilar y analizar la información relacionada con el proyecto.

MELSA requiere contratar un Especialista cuantitativo para trabajar bajo la supervisión del Líder de Equipo para lograr los siguientes objetivos de la investigación:

  • Calcular el valor y tamaño del mercado del oro en Colombia, incorporando tanto el precio, como el oro extraído y exportado de todas las fuentes posibles, es decir: operaciones legales, ilegales, registradas y no registradas.
  • Identificar los impactos ambientales que surgen en diferentes escalas de operaciones mineras, como la contaminación, la degradación del suelo y el cambio climático.
  • Explorar enfoques que puedan mejorar la inclusión financiera y el acceso a mercados para los pequeños mineros.

Responsabilidades:

  • Apoyar al Líder del Equipo con el diseño de la investigación, incluyendo la construcción de indicadores y métodos de recolección de datos para información cuantitativa.
  • Apoyar el diseño de los instrumentos para la recolección de datos primarios.
  • Participar en la recolección de datos de fuentes secundarias.
  • Asegurar la calidad de la recolección de datos cuantitativos para la evaluación.
  • Realizar el análisis cuantitativo para el informe de evaluación final.
  • Apoyar al Líder del Equipo en la preparación de informes y presentaciones para USAID.
