The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services:

designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.


  • USAID/Colombia requested that MELSA develop an assessment to provide further evidence and insights into the gold mining market in Colombia. The project will span various regions known for significant gold production and will involve a diverse range of stakeholders engaged in gold production and commercialization, as well as other key regional players. The Assessment requires using quantitative and qualitative methodologies to collect and analyze information.


MELSA requires hiring an expert to advise and lead the methodological design, fieldwork development, quantitative and qualitative data collection, and findings analysis.

The assessment team lead will be responsible for the quality of the final products presented to MELSA and USAID/Colombia to achieve the following Assessment Purposes:

  • Calculate the comprehensive market value and size of gold mining in Colombia by incorporating both the price, mined, and exported gold from all possible sources, namely: legal, illegal, registered, and unregistered operations.
  • Identify environmental impacts that emerge across different scales of mining operations, such as pollution, land degradation, and climate change.
  • Explore approaches that can enhance financial inclusion and access to markets for small miners.

Responsibilities:

  • Lead the development of the assessment's methodological design and work plan.
  • Technically guide the consulting team for the proper development of their activities and delivery of their products.
  • Serve as the primary liaison with USAID's counterparts and MELSA Activity.
  • Ensure the technical quality of the products prepared by the consultant team.
  • Prepare and lead meetings requested by MELSA and USAID
  • Carry out strategic planning of the project to achieve objectives and overcome possible setbacks in implementing the measurement.
  • Identify limitations and propose alternative solutions.
  • Lead the fieldwork in the prioritized areas.
  • Implement the instruments for qualitative data collection in the field.
  • Oversee the quality and timeliness of the quantitative and qualitative data analysis.
  • Lead PowerPoint presentations of preliminary and final results addressed to USAID/Colombia.
  • Write main technical deliverables and communications, including the final assessment report in English.
  • Provide technical guidance for the development of the use and dissemination plan.
  • Conduct briefs and presentations to USAID and the Implementing Partner.
  • Lead the implementation of the adjustments requested by MELSA and USAID to the products.

  • USAID/Colombia ha solicitado que MELSA desarrolle una investigación para proporcionar evidencia y hallazgos que permitan la comprensión del mercado de la minería de oro en Colombia. El proyecto abarca varias regiones conocidas por su producción de oro, involucrando a una amplia gama de partes interesadas en la producción y comercialización de oro, así como a otros actores regionales clave. La Evaluación requiere el uso de metodologías cuantitativas y cualitativas para recopilar y analizar la información relacionada con el proyecto.


MELSA requiere contratar un experto para asesorar y liderar el diseño metodológico, el desarrollo del trabajo de campo, la recolección de datos cuantitativos y cualitativos, y el análisis de los resultados.

El líder del equipo será responsable de la calidad de los productos finales presentados a MELSA y USAID/Colombia para lograr los siguientes objetivos de la investigación:
