The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services:

designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.


USAID/Colombia requested MELSA measure and generate an assessment of the long-term impact of the massive land formalization pilot development in Ovejas Sucre as part of the Land and Rural Development Program (LRDP) activity.

Measurement will be carried out in two municipalities, Ovejas and Los Palmitos (Sucre), and requires using quantitative and qualitative methodologies to collect and analyze the information.


MELSA requires hiring a Quantitative Specialist to support the assessment design, sample design preparation, and construction of indicators based on evaluation questions and quantitative data collection methods.


Responsibilities:

  • Support the assessment design, the preparation of the sample design, as well as the construction of indicators based on the evaluation questions, and quantitative data collection methods.
  • Lead and oversee the sampling design and the quantitative primary data collection instruments. Lead the secondary data collection, such as the Government of Colombia's administrative records.
  • Oversee the quality of quantitative data collection for the Assessment.
  • Perform the descriptive statistics of the primary and secondary quantitative data, which involves tables, graphs as requested by the team leader, and those for the presentation, report, and construction of findings, conclusions, and recommendations. This also includes any data processing other than the descriptive statistics required by the team leader.
  • Conduct quantitative analysis for the reports and presentations mentioned in the deliverables, with the corresponding quantitative evidence annexes. This covers the data triangulation process and its corresponding quantitative analysis to answer each of the Assessment questions as requested by the team leader.

La Actividad a Corto Plazo de Monitoreo, Evaluación y Aprendizaje (MELSA, por sus siglas en inglés) brinda servicios de apoyo al monitoreo: diseño e implementación de evaluaciones de desempeño e impacto, así como otros estudios y evaluaciones, respaldando su uso y difusión, y desarrollando iniciativas de colaboración, aprendizaje y adaptación.


USAID/Colombia solicitó a la actividad MELSA medir el impacto a largo plazo del piloto de formalización masiva de tierras en Ovejas, Sucre, como parte de la actividad del Programa de Desarrollo de Tierras y Zonas Rurales (LRDP).

La medición se llevará a cabo en dos municipios, Ovejas y Los Palmitos (Sucre), y requiere el uso de metodologías cuantitativas y cualitativas para recopilar y analizar la información.


Basado en lo anterior, MELSA requiere contratar a un Especialista Cuantitativo para apoyar el diseño de la evaluación, la preparación del diseño de muestra y la construcción de indicadores basados en las preguntas de evaluación, así como los métodos de recolección de datos cuantitativos.


Responsabilidades:

  • Apoyar el diseño de la evaluación, la preparación del diseño de muestra y la construcción de indicadores basados en las preguntas de evaluación, así como los métodos de recolección de datos cuantitativos.
  • Liderar y supervisar el diseño de la muestra y los instrumentos de recolección de datos cuantitativos primarios. Dirigir la recolección de datos secundarios, como los registros administrativos del Gobierno de Colombia.
  • Supervisar la calidad de la recolección de datos cuantitativos para la evaluación.
