Panagora Group is a small business that provides technical and advisory services related to the monitoring, evaluation, and learning of USAID/Colombia's strategy and activities. The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.
USAID/Colombia requested MELSA to measure and generate an assessment of the long-term impact of the massive land formalization pilot development in Ovejas Sucre as part of the Land and Rural Development Program (LRDP) activity. Measurement will be carried out in two municipalities, Ovejas and Los Palmitos (Sucre), and requires using quantitative and qualitative methodologies to collect and analyze the information.
MELSA requires hiring a Qualitative Specialist to support the assessment design, data collection of qualitative information, and construction of indicators based on evaluation questions, as well as lead the analysis of qualitative data for the final report.
Responsibilities:
Prepare the qualitative workplan and present it to the assessment leader in order to schedule tasks and deliverable deadlines according to the overall assessment timeline.
Lead the qualitative data collection fieldwork.
Lead the administration of qualitative data collection instruments in the field.
Ensure the quality of qualitative data collection.
Support the coding process, from the training of the coding team to the elaboration of the analysis plan for the generation of inputs (reports and qualitative visualizations) to analyze the information.
Review and provide corresponding feedback to the coding team's products to ensure their quality and conduct the qualitative analysis for the reports and presentations mentioned in the deliverables with the corresponding qualitative evidence annexes. This covers the data triangulation process and its corresponding qualitative analysis to answer each of the evaluation questions as requested by the team leader.
Collaborate with GIS, CNC, and any other team involved in the research to prepare the deliverables.
Organize the documentary files derived from the assessment following Panagora's guidelines and the leader's instructions.
Propose findings for consideration by the consulting team based on their experience and knowledge.
Perform the qualitative visualizations using Nvivo, as requested by the team leader, and those for the presentation, report, and construction of findings, conclusions, and recommendations.
Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner. This includes any required participation in the final presentation and report regarding the qualitative analysis.
Be available for the weekly follow-up and additional meetings as required by the products.

La Actividad a Corto Plazo de Monitoreo, Evaluación y Aprendizaje (MELSA, por sus siglas en inglés) brinda servicios de apoyo al monitoreo: diseño e implementación de evaluaciones de desempeño e impacto, así como otros estudios y evaluaciones, respaldando su uso y difusión, y desarrollando iniciativas de colaboración, aprendizaje y adaptación.
USAID/Colombia solicitó a la actividad MELSA medir el impacto a largo plazo del piloto de formalización masiva de tierras en Ovejas, Sucre, como parte de la actividad del Programa de Desarrollo de Tierras y Zonas Rurales (LRDP). La medición se llevará a cabo en dos municipios, Ovejas y Los Palmitos (Sucre), y requiere el uso de metodologías cuantitativas y cualitativas para recopilar y analizar la información.
Basado en lo anterior, MELSA requiere contratar a un Especialista Cualitativo para apoyar la recolección de información cualitativa, la construcción de indicadores basados en las preguntas de evaluación y el análisis de información para el reporte de resultados.
Responsabilidades:
Elaborar el cronograma de trabajo y presentarlo a la líder y equipo consultor con el fin de programar las tareas y tiempos de los entregables, considerando el cronograma general de la investigación.
Liderar el trabajo de campo para la recolección de datos cualitativos.
Liderar la aplicación de los instrumentos de recolección de datos cualitativos.
Garantizar la calidad de la recolección de datos cualitativos.
Apoyar el proceso de codificación, desde la capacitación del equipo de codificación hasta la elaboración del plan de análisis para la generación de insumos (informes y visualizaciones cualitativas) para analizar la información.
Revisar y proporcionar retroalimentación correspondiente a los productos del equipo de codificación para garantizar su calidad y realizar el análisis cualitativo para los informes y presentaciones mencionados en los entregables, con los anexos correspondientes de evidencia cualitativa. Esto abarca el proceso de triangulación de datos y su correspondiente análisis cualitativo para responder cada una de las preguntas de evaluación según lo solicitado por el líder del equipo.
Colaborar con los equipos GIS, de CNC y cualquier otro equipo vinculado a la investigación para preparar y entregar los productos.
Organizar los archivos documentales derivados de la investigación atendiendo las orientaciones de Panagora y del líder de la investigación.
Proponer los hallazgos a considerar por parte del equipo consultor a partir de su experiencia y conocimiento.
Realizar las visualizaciones cualitativas utilizando diversas herramientas, como Nvivo u otro software, según lo solicitado por el líder del equipo, tanto para la presentación, el informe y la elaboración de conclusiones y recomendaciones.
Apoyar al líder del equipo en la preparación de informes y presentaciones para USAID y el socio implementador. Esto incluye cualquier participación requerida en la presentación y el informe final, en lo que respecta al análisis cualitativo.
Contar con disponibilidad para participar en las reuniones de seguimiento semanales y otras según los requerimientos de los productos.
