MELSA is conducting the performance evaluation of the Economic Integration for Migrant Communities (Oportunidades Sin Fronteras-OSF for its Acronym in Spanish). This mid-term performance evaluation aims to collect evidence about results and process-level lessons of the Activity's key components, interventions, deliverables, and outcomes. The evaluation will also support USAID/Colombia and the Implementing Partner (IP) accountability and learning processes. The purpose of OSF is to help spark the economic engines of migration and harness the skills and capacities of migrants to meet private sector demand and achieve social and economic gains. OSF will work toward this SO and IR via the following activity-level objectives:
Objective 1: Migrant/Receptor Community Participation in Formal Economy Increased by 25%
Objective 2: Licit/Inclusive Economic Opportunities Increased by $5 Million
Objective 3: Regulatory Framework for Economic Integration of Migrants Enhanced
As part of the evaluation team, MELSA seeks a qualitative specialist. The following are some of the key responsibilities and requirements for the position.
Responsibilities: Support the Team Leader with the evaluation design, including constructing indicators based on the evaluation questions, data collection methods for qualitative information, a list of possible key informants, and an analysis plan.
Lead and design the qualitative instruments for the data collection.
Lead and apply the qualitative data collection instruments in the field.
Ensure the quality of qualitative data collection.
Design a codebook for the coding process.
Support the coding process, from the training of the coding team to the elaboration of the analysis plan for the generation of inputs (reports and qualitative visualizations) to analyze the information.
Review and provide the corresponding feedback to the coding team's products to ensure their quality.
Conduct the qualitative analysis for the reports and presentations mentioned in the deliverables with the corresponding qualitative evidence annexes. This covers the data triangulation process and its corresponding qualitative analysis to answer each of the evaluation questions, as requested by the team leader.
Perform the qualitative visualizations using Nvivo, as requested by the team leader, and those for the presentation, report, and construction of findings, conclusions, and recommendations.
Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner. This includes any required participation in the final presentation and report regarding the qualitative analysis.
Español Panagora Group proporciona servicios de monitoreo y evaluación en la industria del desarrollo internacional y actualmente implementa la actividad de Monitoreo, Evaluación y Aprendizaje de Corto Plazo (MELSA) de USAID / Colombia. MELSA brinda servicios técnicos y de asesoría a USAID en los siguientes componentes: (1) Evaluaciones; (2) Investigación, evaluaciones y análisis de datos; y (3) Actividades de Monitoreo y Aprendizaje.
MELSA está llevando a cabo la evaluación de resultados de Oportunidades Sin Fronteras (OSF). Esta evaluación de medio término tiene como objetivo recopilar evidencias sobre los resultados y las lecciones a nivel de proceso de los componentes, intervenciones, productos y resultados clave de la Actividad. La evaluación también apoyará los procesos de rendición de cuentas y aprendizaje de USAID/Colombia y del socio implementador ("IP", por sus siglas en inglés). El propósito del OSF es ayudar a impulsar los motores económicos de la migración y aprovechar las habilidades y capacidades de los migrantes para satisfacer la demanda del sector privado y lograr beneficios sociales y económicos. OSF trabajará en pro de este objetivo estratégico e institucional a través de los siguientes objetivos a nivel de actividad:
Objetivo 1: Aumento de la participación de la comunidad migrante/receptora en la economía formal en un 25%.
Objetivo 2: Aumento de las oportunidades económicas lícitas/inclusivas en 5 millones de dólares
Objetivo 3: Mejora del marco normativo para la integración económica de los migrantes
Como parte del equipo evaluador, MELSA busca un Especialista Cualitativo. A continuación, se presentan algunos requerimientos y responsabilidades clave para la posición.
Responsabilidades: Apoyar al líder del equipo en el diseño de la evaluación, incluyendo la construcción de indicadores a partir de las preguntas de evaluación, métodos de recolección de información cualitativa, lista de informantes idóneos y un plan de análisis.
Liderar y diseñar los instrumentos cualitativos para la recolección de información.
Diseñar el libro de códigos para el proceso de codificación.
Liderar la recolección de información cualitativa en campo
Participar y aplicar los instrumentos de recolección de información cualitativa en campo
Garantizar la calidad de la recolección de información cualitativa.
Realizar la aplicación de instrumentos cualitativos en campo.
Apoyar el proceso de codificación, desde la capacitación del equipo de codificación hasta la elaboración del plan de análisis para la generación de insumos (informes y visualizaciones cualitativas) para analizar la información.
Revisar y proporcionar la retroalimentación necesaria a los productos del equipo de codificación para garantizar su calidad
Realizar el análisis cualitativo para los reportes y presentaciones mencionados en los entregables, con los anexos de evidencia cualitativos correspondientes. Esto abarca el proceso de triangulación de información con el análisis cuantitativo y cualitativo correspondiente para responder a cada una de las preguntas de evaluación, con base en lo requerido por el líder de la evaluación
Realizar las visualizaciones cualitativas en Nvivo, según lo requerido por el líder de la evaluación, así como aquellas para la presentación, el reporte y la construcción de los hallazgos, conclusiones y recomendaciones.
Apoyar al líder del equipo en la preparación de informes y presentaciones para USAID y el socio implementador. Esto incluye la participación necesaria en el informe y la presentación final, en cuanto al análisis cualitativo.
