General Summary

Principal Duties and Responsibilities (Essential Functions)

Providing direct support to projects and teams

  • Deliver billable MEL support to projects including but not limited to
  • Review and/or drafting of activity MEL plans; identification of appropriate objectives and indicators; logic models, logical frameworks and/or theories of change; and technical assistance to regional teams on data management, data security and data quality.
  • Advising on the design of data collection tools and methods,
  • Conducting MEL startup assignments,
  • Training project staff on key MEL concepts,
  • Participating in / leading data quality assessment (DQAs),
  • Analyzing project data,
  • Implementing methodologies for collaborating, learning and adapting (CLA),
  • Preparing field teams for audits / evaluations,
  • Rollout of project MEL software including DevResults and other MEL technologies in increasingly complex environments with mínimal supervision or oversight, inclusive of trouble shooting and ongoing support.
  • Lead and work with other Chemonics staff to conduct research, comparative analyses, quantitative and qualitative studies, support of projects learning and research.
  • Analyze project data and evidence and transform into easily understood formats; work with the communications team to ensure that results are captured in briefs, reports and other documentation.
  • As appropriate, provide oversight and manage assigned indefinite quantity contracts, including managing contractrelated documents and maintaining consortium partner relationships.

Supporting company to strengthen MEL practices

  • Build culture of MEL across the company and based on technical expertise and experience, draft guidance documents and tools for the global workforce on implementing MEL methodologies which meet client requirements and advance organizational learning.
  • Organize and deliver learning sessions (i.e. webinars/brown bags/learn bites) to global workforce on key concepts and new trends in MEL.
  • Create, update, and deliver curricula/content related to the MEL training.
  • Develop and promote mechanisms for improving knowledge sharing and linkages across the global workforce by working with communications team and other team members to ensure that results, learning and adaptations are used to produce communications products targeted to audiences of interest.
  • Provide MEL technical advisory services to practice teams and other internal clients.
  • Represent Chemonics at external industry events related to project/program MEL methodologies through attendance and/or presentation.
  • Manage MEL files and resources on various corporate platforms.
  • Design strategies to streamline systems for effectiveness and efficiency, considering client needs, team dynamics, and division and corporate mission.

Actively participate in new business activities as appropriate

  • Serve as MEL Plan writer on proposal teams.
  • Mentor proposal MEL plan writers.
  • Serve in nonMEL line roles for Evidence & Learning team and other bids as appropriate.
  • Advise proposal teams on MEL topics as needed including but not limited to, development/review of theory of change, indicator development, data collection design, use of technology in MEL.

Management and Leadership

  • Serves as acting director and contributes to meetings on directors' behalf, as needed.
  • Performs all tasks and responsibilities demonstrating behaviors associated with Chemonics' values and competencies at all levels in the company.
  • Identifies issues or potential risks and makes informed decisions on how to address the issues, communicating, when appropriate, with the Senior Director of Evidence and Learning.
  • Promotes dialogue and appropriately consults with others in the Evidence & Learning team, Project Management team, and other divisions on global workforce matters to help make informed decisions.
  • Fosters and demonstrates a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding expectations.
  • Promotes staff development and builds technical depth across the company through coaching, mentoring, and facilitating professional development opportunities in MEL.
  • Perform other duties as assigned.
