Project Summary:
The USAID/OTI Colombia Program seeks to address emerging factors of instability through support to the Government of Colombia (GOC) and communities for robust peace accord implementation, thus helping to demonstrate that an integrated, comprehensive approach to the conflict also provides solutions to some of the country's biggest problems to include rural insecurity and illicit economies.

Position Summary:
The Monitoring, Evaluation and Learning (MEL) Consultant will be in charge of preparing the final evaluation reports of activities carried out by Colombia Transforma.
For this, the MEL Consultant must review the information available in the activities database and collect additional information as required for the preparation of documents.
The position will be under a services contract for three months.Responsibilities:
- Prepare 10 monthly Final Evaluation reports as agreed with the supervisor and the Monitoring, Evaluation and Learning Officers.
- Review the information available for the evaluation of the activities and update the information in the evidence tracker.
- Collect the information that is needed for the preparation of the Final Evaluation Reports in coordination with the Field Specialists and the Monitoring, Evaluation, and Learning Officers.
- Include activity notes in the Program Database with the information collected.
- Make the required adjustments to the Final Evaluation Reports at the request of the supervisor or members of the senior management team.
- Participate in followup meetings that are agreed with the supervisor.

El Programa USAID/OTI Colombia tiene como objetivo abordar los factores emergentes de inestabilidad a través del apoyo al Gobierno de Colombia (GDC) y las comunidades para la implementación sólida de los acuerdos de paz, ayudando así a demostrar que un enfoque integrado e integral del conflicto también proporciona soluciones a algunos de los mayores problemas del país como inseguridad rural y economías ilícitas.
Implícito en este enfoque está el apoyo al Gobierno de Colombia para comprender los impulsores únicos de inestabilidad posteriores al acuerdo y el apoyo para la puesta a prueba de soluciones innovadoras.
El programa también se enfocará en aumentar la capacidad y corresponsabilidad tanto de los actores comunitarios como de los actores comunitarios para la implementación del acuerdo.

Resumen de la consultoría:
Esta consultoría está a cargo de elaborar los reportes de evaluación final de actividades adelantadas por Colombia Transforma.
Para ello, el consultor deberá hacer revisión de escritorio de la información disponible en la base de datos de actividades y recolectar información adicional según se requiera para la elaboración de documentos.
Esta posición tendrá un contrato por prestación de servicios por tres meses.Responsabilidades:
- Elaborar 10 reportes de Evaluación Final de mensualmente según lo acordado con el supervisor y los Oficiales de Monitoreo, Evaluación y Aprendizaje.
- Revisar la información disponible para la evaluación de las actividades, haciendo la actualización de la información en el tracker de evidencias.
- Recolectar la información que haga falta para la elaboración de los Reportes de Evaluación Final en coordinación con los Especialistas de Campo y los oficiales de Monitoreo, Evaluación y Aprendizaje.
- Incluir notas de actividad en la Base de Datos del Programa con la información recolectada
- Hacer los ajustes requeridos a los Reportes de Evaluación Final según solicitud del supervisor o de miembros del equipo de alto dirección.
- Participar en reuniones de seguimiento que sean acordadas con el supervisor.
Qualifications:
- Bachelor's degree in Economics, Political Science, Government, or a related field is required.
- Minimum five years of professional work experience is required.
- Experience working in the evaluation of programs, social projects, and/or public policies is required.
- Experience researching with qualitative and/or quantitative methodologies is required.
- Experience working with nongovernmental organizations, international contractors, multilateral organizations and/or international cooperation agencies are preferred.
- Ability to maintain confidential information and work with a wide variety of people.
