Panagora Group is a social enterprise that provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation and Learning (MEL) activity and the USAID/Colombia Monitoring, Evaluation and Learning Short-term Activity (MELSA).
Panagora seeks a Monitoring Advisor for an upcoming five-year Monitoring, Evaluation, and Learning Follow-on Activity funded by the United States Agency for International Development (USAID). Panagora anticipates the new activity will provide technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Evaluations; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaborating, Learning, and Adapting (CLA).
This long-term position will be based in Bogota, Colombia and is expected to start in mid-2024. This position is open to Colombian nationals.
Job Description
The Monitoring Advisor will work closely with the COP, DCOP, and USAID to ensure that USAID and its implementing partners receive high quality monitoring support services that allow for the measurement of results of USAID/Colombia efforts under the Country Development Cooperation Strategy (CDCS). The Monitoring Advisor will support collection and analysis of strategic indicators, conduct data quality assurance (DQA) exercises, lead feedback meetings on behalf of the Mission, develop strategic indicator guidance, and support USAID/Colombia in preparing its fiscal year PPR reporting. This position will also support USAID/Colombia and the Monitoring, Evaluation, and Learning Working Group to optimize indicators and performance management and learning for decision-making and adaptation.
The Monitoring Lead will report to the Chief of Party (COP). The position will be based in Bogota, Colombia with some travel possible, and is contingent upon award of the new activity contract to Panagora.
Duties and Responsibilities
Provide strategic vision and lead performance and context monitoring support to USAID/Colombia, working closely with the COP, USAID, and USAID Colombia MEL Working Group.
Support the development and design of surveys and tools for data collection.
Support data quality assurance (DQA) exercises and feedback meetings on behalf of the Mission with a view to strengthening implementing partner performance.
Monitor Activity performance and partner data collection methods and quality; and compliance with approved USAID Branding and Marking plans, per ADS 320.
Ensure the development of strategic indicator guidance and support USAID/Colombia in preparing its fiscal year PPR reporting.
Support the Mission's sustainability strategy related to the Organizational Performance Index (OPI).
Manage the collection, reporting, and analysis of indicator data and update indicator data in close collaboration with USAID and Ips, including custom indicators, Mission-wide indicators, and standard Foreign Assistance (F) indicators reported directly by USAID/ Colombia.
Other duties as assigned by the COP or designee.

El Asesor de Monitoreo trabajará estrechamente con elDirector y Sub-Director de la Actividad y USAID para garantizar que USAID y sussocios implementadores reciban servicios de monitoreo de alta calidad paramedir los resultados de los esfuerzos de USAID/Colombia en el marco de la Estrategiade Cooperación para el Desarrollo del País (CDCS por sus siglas en inglés), deUSAID/Colombia. El Asesor de Monitoreo apoyará en la recopilación y el análisisde indicadores estratégicos, realizará ejercicios de análisis de calidad de losdatos (DQA por sus siglas en inglés) y dirigirá reuniones de retroalimentación delos mismos en nombre de la Misión, desarrollará orientación sobre indicadoresestratégicos y apoyará a USAID/Colombia en la preparación de su informe PPR delaño fiscal. Esta posición apoyará también a USAID/Colombia y al Grupo deTrabajo de Monitoreo, Evaluación y Aprendizaje en la Misión a optimizar losindicadores y la gestión del desempeño y el aprendizaje para la toma dedecisiones y la adaptación.

El Asesor de Monitoreo reportará al director de la Actividad.Esta posición tendrá su base en Bogotá, Colombia con posibilidad de viajar deacuerdo con las necesidades del cargo. Su contratación está supeditada a la adjudicación del contrato de la nueva Actividada Panagora.

Responsabilidades

Proporcionaruna visión estratégica y liderar el apoyo al monitoreo de indicadores dedesempeño y contexto de USAID/Colombia, trabajando en estrecha colaboración conel director de la Actividad, USAID y el Grupo de Trabajo MEL de USAIDColombia.
Apoyar eldesarrollo y diseño de encuestas y herramientas para la recolección de datos.
Apoyar losejercicios de análisis de calidad de los datos (DQA) y apoyar reuniones deretroalimentación en nombre de la Misión con miras a fortalecer el desempeño delos socios implementadores.
Monitorear el desempeño de la Actividad y los métodos y lacalidad de recopilación de datos de los socios; y cumplimiento de los planes demarca y marcado aprobados por USAID, según ADS 320.
Garantizarel desarrollo de la guía de indicadores estratégicos y apoyar aUSAID/Colombia en la preparación de su informe PPR del año fiscal.
Apoyar laestrategia de sostenibilidad de la Misión relacionada con el Índice deDesempeño Organizacional (OPI).
Gestionarla recopilación, presentación de informes y análisis de datos de indicadores yactualizar datos de indicadores en estrecha colaboración con USAID y sociosimplementadores, incluidos indicadores personalizados, indicadores de laMisión, e indicadores estándar de Asistencia Exterior (F) informadosdirectamente por USAID/Colombia.
