IBI is currently looking for a Senior Monitoring Specialist for the upcoming USAID/Colombia Compass Activity.

The purpose of this Activity is to provide USAID/Colombia with technical and advisory services related to the monitoring, evaluation, and learning (MEL) of USAID/Colombia's strategy and activities.

This includes providing monitoring support services; designing, implementing, and disseminating evaluations and assessments; providing data management and visualization services; and developing collaborating, learning, and adapting and knowledge management initiatives.

These efforts will inform the Mission's strategy, learning, programmatic designs, decision-making, and adaptation, and will enable USAID/Colombia to comply with USAID's Evaluation Policy and USAID Automated Directives System (ADS) 201.


The Senior Monitoring Specialist will serve as the technical lead for Activity's context and performance monitoring services to the Mission.

S/he will oversee the Activity's efforts to collect, analyze and synthesize monitoring data and evidence to inform the design and implementation of USAID/Colombia strategy, projects and activities to enable adaptive management, promote accountability, and comply with ADS 201.

The Senior Monitoring Specialist will work closely with the Chief of Party to oversee, coordinate, and ensure the quality of the Activity's performance and context monitoring services.


Specific Responsibilities:

  • Support USAID to develop the next USAID/Colombia CDCS Performance Management Plan (PMP), including the selection of meaningful performance and context indicators aligned to the CDCS goals and intermediate results.
  • Support the Mission in the data quality compliance of its performance monitoring, including data quality assessments of performance data provided by Implementing Partners (IPs).
  • Provide data and analytical products to support the Mission's annual and periodic reporting requirements such as the Performance Plan and Report (PPR), reporting during portfolio reviews, and the CDCS midcourse stocktaking.
  • Support the Mission in the implementation and monitoring of the indicators related to the new climate strategy and other USAID strategic priorities.
  • Develop dissemination products such as briefers, infographics, GIS maps, story maps and dashboards, to inform learning and promote accountability for the Mission's performance at the strategy, program and activity levels.
  • Develop tools, templates, reference materials, and trainings for Mission staff and implementing partners to build their monitoring capacities.
  • Provide technical assistance to Mission staff and IPs on innovative and/or contextappropriate monitoring approaches.
  • Other duties as assigned.

Required Qualifications:

  • Master's degree in social sciences, international development, economics, or other fields closely related to monitoring, evaluation, and learning (MEL).
  • Minimum eight years of experience in international development with at least five years of concentrated experience developing and implementing performance management systems for USAID programs.
  • Extensive experience facilitating the development of theories of change, logical frameworks, the selection of indicators and the establishment of baselines and targets.
  • Experience with data quality assessments.
  • Excellent analytical and writing skills, including experience producing high impact learning and dissemination products.
  • Experience working directly with USAID/Colombia on performance and context monitoring, highly desirable.
  • Fluency in English is required.
