In 2018, the Agency launched the PSE Policy. USAID/Colombia has prioritized and recognized the importance of aligning with the policy's four principles: 1. Engage early and often; 2. Incentivize and value PSE throughout planning and programming; 3. Expand the use of USAID approaches and tools that unlock the potential of the private sector; and 4. Build and act on the evidence of what works and what does not in PSE. The proposed evaluation would cover USAID/Colombia's alignment with the PSE policy and provide new evidence on the conditions, drivers, results, and sustainability of this approach.
As part of the evaluation team, MELSA seeks a quantitative specialist. The following are some of the key responsibilities and requirements for the position.
Responsibilities:
Support the evaluation design, including the theory of change analysis, the preparation of the sample design, the construction of indicators based on the evaluation questions, quantitative data collection methods, and an analysis plan.
Lead and oversee the sampling design and the quantitative primary data collection instruments. Lead the secondary data collection, such as the Government of Colombia's administrative records.
Oversee the quality of quantitative data collection for the evaluation.
Perform the descriptive statistics of the primary and secondary quantitative data, which involves tables and graphs as requested by the team leader, and those for the presentation, report, and construction of findings, conclusions, and recommendations. This also includes any data processing other than the descriptive statistics required by the team leader.
Conduct the quantitative analysis for the reports and presentations mentioned in the deliverables, with the corresponding quantitative evidence annexes. This covers the data triangulation process and its corresponding quantitative analysis to answer each evaluation question as requested by the team leader.
Support the team leader in preparing reports and presentations for USAID and the implementation partner. This includes any required participation in the final presentation and report regarding the quantitative analysis.
Oversee the technical deliverables of the data collection firm, including the databases, dictionaries, instruments, reports, Do files, and metadata for the Development Data Library (DDL).
Participate and apply the qualitative data collection instruments in the field.

Panagora Group es una pequeña empresa estadounidense que proporciona servicios técnicos y de asesoramiento relacionados con el monitoreo, la evaluación y el aprendizaje de la estrategia y actividades de USAID/Colombia. La Actividad a Corto Plazo de Monitoreo, Evaluación y Aprendizaje (MELSA, por sus siglas en inglés) brinda servicios de apoyo al monitoreo: diseño e implementación de evaluaciones de desempeño e impacto, así como otros estudios y evaluaciones, respaldando su uso y difusión, y desarrollando iniciativas de colaboración, aprendizaje y adaptación.
MELSA está llevando a cabo la evaluación de desempeño de Private Sector Engagement (PSE). Esta evaluación tiene como objetivo recopilar evidencia sobre los resultados y las lecciones de la Participación del Sector Privado de USAID/Colombia y la sostenibilidad de sus intervenciones durante el actual marco temporal de la Estrategia de Cooperación para el Desarrollo del País (CDCS por sus siglas en inglés). Además, esta evaluación debe describir el enfoque de PSE de la Misión y proporcionar evidencia de buenas prácticas, oportunidades de mejora y acciones de mejora que puedan informar la programación de USAID/Colombia con un componente de participación del sector privado y el próximo CDCS
Desde 2018 USAID lanzó la Política de PSE de la Agencia y ha priorizado y reconocido la importancia de alinearse con los cuatro principios de la política: 1. Involucrarse de forma temprana y frecuente; 2. Incentivar y valorar la PSE en toda la planeación y programación; 3. Expandir el uso de enfoques y herramientas de USAID que permitan aprovechar el potencial del sector privado; y 4. Construir y actuar sobre la evidencia de lo que funciona y lo que no funciona en PSE. La evaluación propuesta cubrirá la articulación de USAID/Colombia con la política de PSE y proporcionará nuevas evidencias sobre las condiciones, motores, resultados y sostenibilidad de este enfoque.
Como parte del equipo evaluador, MELSA busca un Especialista Cuantitativo. A continuación, se presentan algunos requerimientos y responsabilidades clave para la posición.
Responsabilidades:
Apoyar al líder del equipo en el diseño de la evaluación, incluyendo la preparación de la estrategia de muestreo, así como la construcción de indicadores, métodos de recolección de información cuantitativa y un plan de análisis.
Liderar y apoyar la estrategia de muestreo y los instrumentos para la recolección de información cuantitativa primaria.
Participar en la recolección de información de fuentes secundarias como los registros administrativos del Gobierno de Colombia.
Supervisar la calidad de la recolección de información cuantitativa para la evaluación.
Desarrollar la estadística descriptiva de la información cuantitativa primaria y secundaria, lo que abarca la realización de tablas, gráficas u otros requeridos por el líder de la evaluación, así como aquellos necesarios para el reporte, la presentación y la construcción de hallazgos, conclusiones y recomendaciones. Esto incluye cualquier procesamiento de datos aparte de la estadística descriptiva que sea requerida por el líder de la evaluación
Realizar el análisis cuantitativo para los reportes y presentaciones mencionados en los entregables, con los anexos de evidencia cuantitativa correspondientes. Esto abarca el proceso de triangulación de información y el análisis cuantitativo correspondiente para responder cada una de las preguntas de evaluación, acorde a lo requerido por el líder de la evaluación.
Apoyar al líder del equipo en la preparación de informes y presentaciones para USAID y el socio implementador. Esto incluye la participación en la presentación y el reporte final, en cuanto al análisis cuantitativo.
Participar y aplicar los instrumentos cualitativos para la recolección de información cualitativa en campo.
