BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The second-generation country strategic plan (CSP) has been formulated in alignment with the United Nations sustainable development cooperation framework (UNSDCF) 2020–2023, which is the product of a constructive consultation process with the Government and alignment with its priorities for achieving the 2030 Agenda for Sustainable Development.

These priorities are reflected in the three pillars of the UNSDCF: (i) stabilization: peace with legality; (ii) migration as a development factor; and (iii) technical assistance for the acceleration of catalytic SDGs. Based on these three pillars and consideration of how WFP can contribute to their achievement, the three strategic outcomes of the CSP are as follows:

SO1 : by 2024, people and communities in a situation of food vulnerability in the PDET municipalities prioritized by the Government improve their quality of life by strengthening their resilience and sustainable livelihoods and local governments strengthen their capacities, contributing to the stabilization and consolidation of the territories, with the support of WFP and in coordination with the United Nations country team, as a complement to the efforts of the Colombian Government. SO2 : Venezuelan migrants, Colombian returnees and members of host communities receive humanitarian assistance, equitable access to high-quality and differential services and expeditious and free access to the labour market and entrepreneurship options, with a focus on food security and nutrition, with the support of WFP and in coordination with the United Nations country team, as a complement to the efforts of the Colombian Government. SO3 : The public policies, institutional capacities, systems and services for the promotion of food security, nutrition and social inclusion are technically strengthened and vulnerable populations have access to adequate and nutritious food throughout the year for the acceleration of catalytic Sustainable Development Goals, in particular Goal 2, with the support of WFP and in coordination with the United Nations country team, as a complement to the efforts of the Colombian Government.

The WFP response operation to the migration crisis is part of the SO2 of the CSP that will come to an end in 2024, which is being implemented through 2 activities: ACT2 (humanitarian response) and ACT3 (socioeconomic integration).

The Venezuelan migrant crisis is the largest in recent history in the region, with more than 6 million Venezuelans having fled from critical living conditions in their country. Colombia continues to be the largest destination for Venezuelans, hosting 2.8 million of them as of February 2024.

WFP has adapted its response according not only to the increasing numbers of Venezuelan migrants, Colombian returnees and receiving communities but also to the type of flows and the different contexts. Currently WFP is reaching an average of 100,000 beneficiaries per month with hot meals in community kitchens, vouchers and cash for migrants with the intention to stay in Colombia, ready-to-eat food rations for walkers, and meals for school children. At the same time, it is implementing several socio-economic integration projects targeting Venezuelan migrants with the intention to stay, Colombian returnees and Host communities’ members to ensure their sustainable livelihood and food security within the country. In 2023 WFP benefited more than 850.000 migrants with humanitarian and socio-economic activities. This support is in line with WFP’s principle of the Humanitarian– Development Nexus.

ACCOUNTABILITIES/RESPONSIBILITIES:

The position of Migration Emergency Response Coordinator is part of the Programme Unit, leading the migration response team, under direct supervision of the deputy head of Programme. The migration response is part of SO2 (Migration as a development factor) of the CSP which has 2 activities: ACT2 Humanitarian response, and ACT3 Socioeconomic Integration. The position is based in Bogotá, with frequent travel to the field offices involved in the emergency response. The main responsibilities include:

Coordinate and support the field offices implementing the emergency response to ensure correct implementation, in line with country level plans and objectives, and in coordination with Government of Colombia and other agencies. Strengthen corporate processes, systems and controls related to the implementation of the emergency response, including planning, implementation, reporting and reconciliation. Coordinate quarterly and monthly planning exercises and monthly reporting of actuals of the migration crisis response. Represent WFP in the technical discussion of the coordination platforms regarding the assessments, implementation and reporting of WFP’s migrant response operation. In particular, the GIFMM coordination platform, and the RMRP process. Coordinate with relevant (national and international) actors at national level for the implementation of the migration response. Support the mobilization of resources by providing inputs for proposals, responding to queries and reporting results. Scale up the migrants’ socio-economic integration activities, including support to micro enterprises, employment and asset creation. Manage the staff that is part of the area of migration response (ACT2 and ACT3). Strengthen capacities of the field offices and national staff implementing the migration emergency response. Prepare regular implementation and control related reports highlighting issues that need to be addressed at management level. Coordinate with the other units at CO level for smooth implementation of the emergency response activities (CBT, TEC, B&P, RAM, Supply Chain; Finance, CP management, etc.). Support the roll out of digital transfers and beneficiary management systems (SCOPE) ensuring proper implementation and supporting the CBT team to solve operational issues. Other duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance.

Experience:

Knowledge & Skills:

4 years of professional experience, out of which at least 2 preferably in the framework of the response to the Venezuelan migration crisis and/or socio-economic integration of migrants. Desired knowledge on Food Security, Nutrition and Emergency response programming, preparation of budgets and cash-based transfer programming. Desirable experience in emergency contexts.

Knowledge of the Colombian context in terms of migration issues.

Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems

Languages:

Fluency in Spanish and English language (Level C).
