USAID/Colombia is preparing to develop a new Country Development Cooperation Strategy (CDCS) for FY 2026-2030. To inform the new CDCS, USAID/Colombia is conducting the following analysis. Responding to USAID gender requirements and in compliance with ADS and ADS 205, USAID/Colombia will conduct a Gender and Inclusion Analysis to provide a framework and baseline for effective integration of gender and inclusion concerns in its activities and to inform the Mission's decision-making related to these topics.
The Gender and Inclusive Development (GESI) Analysis aims to assess the barriers, gaps, disparities, issues, and constraints related to gender and other characteristics including ethnicity, gender identity, sexual orientation, ability, migration status, and age that may lead to marginalization in USAD/Colombia-targeted areas. The Analysis will address the intersectional relationship between gender and other critical social and demographic considerations such as ethnicity, gender identity, sexual orientation, migration status, and age. The Analysis will identify challenges, successes, and potential for improving gender integration and inclusion in USAID/Colombia-targeted areas. It will prioritize and justify which barriers should be addressed by the Mission. It will include recommendations on how USAID/Colombia can achieve greater gender and social integration through its CDCS and activities.
The consultant assuming the role of Qualitative Specialist must have extensive experience developing qualitative methods for applied research in international development. This implies a thorough knowledge of standards for managing the quality of qualitative data for studies that will serve as the basis for informed decision-making, particularly on gender issues. This position requires skills in developing a methodological design based on reviewing secondary sources and analyzing semi-structured interviews.
Responsibilities:
Support the Team Leader with the research design, including developing data collection methods for qualitative information and methods for literature reviews.
Design qualitative instruments for data collection.
Develop a codebook for the coding process and other necessary tools to analyze documents and interviews.
Ensure the quality of qualitative data collection.
Conduct the application of qualitative instruments in the field when necessary.
Support the coding process, from training the coding team to developing the analysis plan for generating outputs (reports and qualitative visualizations) to analyze the information.
Assist in the qualitative data analysis for the final research report.
Support the Team Leader in preparing reports and presentations for USAID/Colombia.

USAID/Colombia está preparando el desarrollo de una nueva Estrategia de Cooperación para el Desarrollo del País (CDCS) para los años 2026-2030. Para informar el nuevo CDCS, USAID/Colombia llevará a cabo un Análisis de Género y Desarrollo Inclusivo a nivel país. En respuesta a la política de Equidad de Género y Empoderamiento de las Mujeres de USAID (2023) y en cumplimiento con ADS y ADS 205, USAID/Colombia realizará este estudio para proporcionar un marco y una línea base para la integración efectiva de preocupaciones de género e inclusión en sus actividades y para informar la toma de decisiones de la Misión en relación con esto asuntos.
El Análisis de Género y Desarrollo Inclusivo tiene como objetivo valorar las barreras, brechas, disparidades, problemas y restricciones relacionadas con el género y otras características como la etnicidad, identidad de género, orientación sexual, discapacidad, estatus migratorio y edad que pueden llevar a la marginación en las áreas focalizadas por USAID/Colombia. El Análisis abordará la relación interseccional entre el género y estos factores sociales y demográficos críticos. El Análisis identificará desafíos, éxitos y potencialidades para mejorar la integración y la inclusión de género en las áreas focalizadas por USAID/Colombia. Priorizará y justificará cuáles de estas barreras deben ser abordadas por la Misión. Además, incluirá recomendaciones sobre cómo USAID/Colombia puede lograr una mayor integración de género y social a través de su CDCS y actividades.
La/el consultor/a que asuma el rol de Especialista Cualitativo debe poseer una vasta experiencia en el desarrollo de métodos cualitativos para investigaciones aplicadas en el campo del desarrollo internacional. Lo anterio implica un conocimiento de los estándares para la gestión de la calidad de datos cualitativos para estudios que serán la base para la toma de decisiones informadas, en este caso sobre los asuntos de género. Esta posición implicará habilidades para el desarrollo de un diseño metodológico basado en la revisión de fuentes secundarias y el análisis de entrevistas semi-estructuradas.
Responsabilidades:
Apoyar al Líder del Equipo con el diseño de la investigación, incluyendo la construcción los métodos de recolección de datos para información cualitativa y los métodos para la revisión de literatura.
Diseñar instrumentos cualitativos para la recolección de datos.
Diseñar un libro de códigos para el proceso de codificación y otras herramientas necesarias para el análisis de documentos y entrevistas.
Asegurar la calidad de la recolección de datos cualitativos.
Realizar la aplicación de instrumentos cualitativos en el trabajo de campo cuando sea necesario.
Apoyar el proceso de codificación, desde la capacitación del equipo de codificación hasta la elaboración del plan de análisis para la generación de insumos (informes y visualizaciones cualitativas) para analizar la información.
Apoyar el análisis de datos cualitativos para el informe de investigación final.
Apoyar al Líder del Equipo en la preparación de informes y presentaciones para USAID/Colombia.
