Qualitative Specialist- Restoring Our Future Evaluation

MELSA is conducting the baseline of the Restoring Our Future Activity. The USAID Restoring Our Future (ROF) Activity aims to ensure that the existing policies and Peace Agreement provisions translate into operational models and strategies linked to concrete institutional capacities that can generate impactful actions. The Activity aims to protect victims' rights and advance reconciliation, strengthen victims’ organizations, and support reconciliation and non-repetition. The Institutional Expert – Victims will support analysis related to the victims’ institutional development and institutional framework.
As part of the baseline team, MELSA seeks a qualitative specialist. The following are some of the key responsibilities and requirements for the position.
Responsibilities:
Review the baseline design, as well as relevant documentation to build the baseline findings, conclusions and recommendations.
Support the construction of the codebook.
Support the collection of qualitative field data.
Participate in and apply qualitative field data collection instruments.
Ensure the quality of qualitative data collection.
Support the coding process, from the training of the coding team to the elaboration of the analysis plan for the generation of inputs (qualitative reports and visualizations) to analyze the information.
Review and provide feedback if necessary to the coding team's products to ensure their quality.
Review coding reports (inputs and qualitative visualizations) to analyze qualitative information.
Conduct qualitative analysis for the reports and presentations mentioned in the deliverables, with corresponding qualitative evidence attachments. This encompasses the process of triangulating information with the corresponding quantitative and qualitative analysis to answer each of the evaluation questions, as required by the baseline leader.
Perform qualitative visualizations in Nvivo, as required by the evaluation leader, as well as those for presentation, reporting and construction of findings, conclusions and recommendations.
Support the team in the preparation of reports and presentations for USAID and the Implementing Partner. This includes the necessary participation in the final report and presentation, in terms of qualitative analysis.

Como parte de la línea de base de Restaurando Nuestro Futuro (ROF) de USAID/Colombia, MELSA busca un especialista cualitativo. La actividad Restaurando Nuestro Futuro de USAID/Colombia pretende garantizar que las políticas existentes, así como lo dispuesto en el Acuerdo de Paz, se traduzcan en modelos operativos y estrategias vinculadas a capacidades institucionales específicas que puedan generar acciones de impacto. Igualmente, la Actividad busca proteger los derechos de las víctimas y avanzar en la reconciliación, fortalecer las organizaciones de víctimas y apoyar la reconciliación y la no repetición.
A continuación, se presentan algunos requerimientos y responsabilidades clave para la posición.
Responsabilidades:
Revisar el diseño de la línea de base, así como de la documentación relevante para construir los hallazgos, conclusiones y recomendaciones de la línea de base.
Apoyar la construcción del libro de códigos.
Apoyar la recolección de información cualitativa en campo.
Participar y aplicar los instrumentos de recolección de información cualitativa en campo.
Garantizar la calidad de la recolección de información cualitativa.
Apoyar el proceso de codificación, desde la capacitación del equipo de codificación hasta la elaboración del plan de análisis para la generación de insumos (informes y visualizaciones cualitativas) para analizar la información.
Revisar y proporcionar la retroalimentación de ser necesario a los productos del equipo de codificación para garantizar su calidad.
Revisar los informes de codificación (insumos y visualizaciones cualitativas) para analizar la información cualitativa.
Realizar el análisis cualitativo para los reportes y presentaciones mencionados en los entregables, con los anexos de evidencia cualitativos correspondientes. Esto abarca el proceso de triangulación de información con el análisis cuantitativo y cualitativo correspondiente para responder a cada una de las preguntas de evaluación, con base en lo requerido por el líder de la línea de base.
Realizar las visualizaciones cualitativas en Nvivo, según lo requerido por el líder de la evaluación, así como aquellas para la presentación, el reporte y la construcción de los hallazgos, conclusiones y recomendaciones.
Apoyar al equipo en la preparación de informes y presentaciones para USAID y el socio implementador. Esto incluye la participación necesaria en el informe y la presentación final, en cuanto al análisis cualitativo.
