**The Opportunity**
In response to the increasing influx of migrants, Plan International is committed to strengthening its cross-border regional response in the Americas. The primary focus of this role is to temporarily replace existing leadership for a period of two months, ensuring continuity in the supervision and support of humanitarian action—including engagement, preparedness, and response—for Country Offices (COs) in the region.
- Supporting needs assessments, stakeholder mapping, and gap analysis in humanitarian assistance across our areas of operation.
- Facilitating the identification of potential partners and ensuring a structured, standardized approach to migration programming in Central America.
- Providing guidance during implementation and securing institutional and private funding through collaboration with our National Offices.
- Representing Plan International in key coordination mechanisms such as R4V (Response for Venezuelans) and Humanitarian Response Plans (HRPs) across the region.
- Exploring innovative approaches to humanitarian assistance and ensuring alignment with the broader Regional Management strategy.
Given the centrality of protection in Plan International’s humanitarian interventions in the Americas, this role will oversee the scaling up of Protection activities, including Child Protection in Emergencies (CPiE), Gender-Based Violence (GBV), and General Protection, within COs, Clusters, and the Region.

Key End Results_**
- COs of ROA in the region maintain an appropriate level of readiness (capacity/skills/procedures) through adequate preparedness and capacity building processes, to respond to crisis.
- Clusters and COs in the region have a mixed migration response strategy (humanitarian and stabilization)
- An increase in the volume of regional grants raised for the humanitarian and migration response, with a focus on Child Protection in Emergency, Education in Emergency, Gender in Emergencies.
- Plan International’s professional profile within the migration and humanitarian protection actors has been raised through regular attendance/contributions in coordination meetings and relevant forums.
- Prepared and updated ad hoc humanitarian strategy and master budget if needed.
**The Individual**
- Demonstrable knowledge as a result of study, training or practical experience on the key debates in mixed migration response, especially related to working in protracted crises, and emergency response methods and effectiveness.
- Knowledge of the requirements of donor compliance and financial management.
- Knowledge of key debates in the humanitarian sphere, including on the nexus and triple nexus debate, and about the practical implications of the key debates at field level.
- Knowledge of programming in complex and constantly changing environments.
- Energetic and motivated individual, with a proven track record of undertaking similar assignments successfully.
- Ability to think strategically, but also result oriented and get things done.
- Commitment to continuous learning and willingness to keep well-informed of new developments in the field of DRM and humanitarian issues.
- Able to work independently, but also to lead the coordination and management of virtual teams and networks.
- Excellent communication skills, written and verbal (English and Spanish) in order to present arguments clearly and powerfully to a variety of audiences.
- Ability to establish and sustain good working relations with colleagues, in the 12COs and ROA Hub office, though efficient communication and using virtual relationship management.
- Culturally and socially sensitive, and able to work successfully with partners and sector professionals.
