Panagora Group is a woman-owned small business specializing in global health and international development, that provides Monitoring, Evaluation and Learning services to the United States Agency for International Development in Colombia-USAID/Colombia. The purpose of the Monitoring, Evaluation, and Learning Short-term Activity (MELSA) is to provide USAID/Colombia with technical and advisory services related to the monitoring, evaluation, and learning of USAID/Colombia’s strategy and activities. Within the framework of its contractual responsibilities, Panagora provides the Mission with technical and advisory services to facilitate informed decision making on the management of USAID/Colombia activities, shape the long-term strategic and programmatic direction of the Mission, and allow USAID/Colombia to comply with USAID’s Evaluation Policy and USAID Automated Directives System (ADS) 201.

Panagora is looking for a CLA Specialist to accompany the implementation of the Collaboration, Learning, and Adaptation actions required by USAID/Colombia and within the Activity.

The following are the key responsibilities and requirements for the position.

**Responsibilities**:

- Design and facilitate learning identification sessions aimed at technical teams from USAID activities and teams from the technical components of MELSA, among other audiences.
- Design, facilitate, and systematize methodologies to promote learning, strategic collaboration, knowledge sharing, and adaptive management among different audiences (mission staff, technical teams from USAID activities, private sector, government entities, social organizations, among others).
- Design methodologies that guide learning encounters using participatory and dialogue methods.
- Support the formulation, development, and documentation of work plans for the USAID and MELSA under the Collaboration, Learning, and Adaptation approach.
- Support USAID/Colombia in the implementation of its learning plan and CLA plan.
- Design and facilitate learning events for the Community of Practice (CoP) made up of MEL specialists from USAID/Colombia Activities.
- Carry out weekly documentation of progress in implementing the work plan of the CLA component of MELSA.
- Support the implementation of the USAID/Colombia knowledge management strategy according to the guidelines of the component leader and the Mission.
- Facilitate change management processes using process consultation, coaching, and mentoring to adopt improved systems and processes.
- Prepare organizational assessment tools, methodologies, and implementation guidelines.

Panagora busca un especialista en CLA que acompañe la implementación de las acciones de Colaboración, Aprendizaje y Adaptación requeridas por USAID/Colombia y al interior de la Actividad.

Las siguientes son las responsabilidades y requerimientos claves para la posición.

**Responsabilidades**:

- Diseñar y facilitar sesiones de identificación de aprendizajes dirigidas a equipos técnicos de actividades de USAID y a equipos de los componentes técnicos de MELSA, entre otras audiencias.
- Diseñar, facilitar y sistematizar estrategias pedagógicas para promover el aprendizaje, la colaboración estratégica, el intercambio de conocimientos y la gestión adaptativa entre distintas audiencias (Personal de la misión, equipos técnicos de actividades de USAID, sector privado, entidades de gobierno, organizaciones sociales. entre otras).
- Diseñar metodologías que orienten los encuentros de aprendizaje mediante el uso de métodos participativas y dialógicas.
- Apoyar la formulación, desarrollo y documentación de planes de trabajo para los equipos de USAID y de MELSA bajo el enfoque de Colaboración, Aprendizaje y Adaptación.
