**Program / Department Summary**

Mercy Corps has worked in 17 departments in Colombia since 2005, impacting over 1,000,000 people, creating alliances and opportunities with the public, private and civil society. Led by Mercy Corps in partnership with Save the Children (Save) and the International Rescue Committee (IRC) as well as national NGO partner Fundación Halü, the VenEsperanza Consortium has operated since 2019 to deliver food assistance and complementary livelihoods support to more than 517,000 vulnerable People in Need (PIN): Venezuelan refugees and migrants (in transit and those who intend to stay in Colombia); pendular migrants who regularly cross between Venezuela and Colombia; Colombians returning from Venezuela; and host community members. VenEsperanza requires strong leadership and coordination in order to operate effectively and deliver on its promise as a premier mechanism for humanitarian assistance in response to the Venezuela complex crisis.

**General Position Summary**

The Program Development and Reporting Manager will support the Consortium in building and administering its current and expanding program. The Manager will assist in securing new programs by coordinating and leading proposal development processes and ensuring high-quality and timely donor reporting. S/he will know and advise teams on donor rules and compliance. S/he will work collaboratively with Consortium partner Program Managers, Finance and Compliance Teams, Field Office and Headquarters staff, including through facilitation and co-leadership of Consortium working groups, to advance common workstreams and maintain high program quality. S/he will support the Consortium’s thought leadership, advocacy, and communications agendas, and will represent the Consortium as appropriate in internal and inter-agency fora. It is critical that the Program Development and Reporting Manager is an excellent communicator, who is supportive and solution-focused. The Program Development and Reporting Manager needs to be highly motivated, self-driven and able to support complex programming with limited daily support and direction; s/he will be able to work remotely with internal and external stakeholders to achieve common objectives.

**Essential Job Responsibilities**
- Program Quality- Lead and/or facilitate consortium working group convenings, ensuring that the Programs/Technical Working Group, Communications, Safeguarding, Reporting, Steering Committee, and other relevant inter-agency advance in their workflows, and coordinate convenings as needed to ensure task follow-up and accountability.- Establish systems for regular grant monitoring and facilitate regular bilateral and consortium-wide discussions with Program, MEL, Finance, Operations, Director of Programs/Country Director, and Consortium Director to ensure that performance is tracked effectively, risks and issues are flagged and action taken as appropriate.- Develop and implement advocacy strategies to the Colombian humanitarian community and Government of Colombia to strengthen program management and response to participants, around issues such as allowable cash transfer values, needs-based approaches, and other relevant issues.- Maintain close bilateral partnership with consortium member teams to ensure an open line of communication, troubleshoot agency-specific concerns, and provide other key guidance to ensure program management and harmonization.- Provide regular management information to the Senior Leadership Team and Mercy Corps Complex Board on the performance of the VenEsperanza program.-
- Play a leading role in Grant Kick-Off and Close-Out meetings to ensure that all grant information, including deadlines, donor priorities and requirements, are communicated and understood by partner teams, and grants are closed in compliance with donor regulations.

- Liaise with Mercy Corps HQ to facilitate donor requests for review and approval of program activities (e.g. program adaptations, events), communications initiatives (e.g. press releases, reports, campaigns) and other initiatives that require donor approval within the parameters of the award contract.- Ensure that program is executed in alignment with the donor agreement and the applicable donor regulations, staying abreast of changes in regulatory environment related to donor/grant compliance; updating partnership process, tools, policies and procedures as necessary.- Communicate compliance expectations, don
