Panagora Group provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation, and Learning (MEL) activity. The MEL activity provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA).
USAID/Colombia requested that the MEL activity measure, monitor, and generate information on the potential effect of different conservation approaches that Amazon Alive Activity is developing in the Colombian Amazon region. The information collected will enable the creation of decision-making tools for the conservation management of biodiversity. The measurement for this study will be carried out in three geographic areas to be defined by USAID/Colombia. This requires designing a methodology that includes different measurement scales and various intervals for the collection of information.
Based on the above, the MEL Activity requires the hiring of a biodiversity measurement expert to lead the study team and ensure the achievement of the study requirements related to the methodological design, development of fieldwork, and analysis of findings. The team lead will be responsible for ensuring the quality of the final products presented to both the MEL activity and USAID/Colombia.
**Duties and Responsibilities**:
- Lead the development of the methodological design and work plan of the measurement.
- Technically guide the consulting team for the proper development of their activities and delivery of their products.
- Ensure the technical quality of the products prepared by the consultant team in the framework of the measurement.
- Prepare and lead meetings requested by MEL Project and USAID
- Carry out strategic planning of the project to achieve objectives and overcome possible setbacks in the implementation of the measurement.
- Warn of limitations and propose alternative solutions
- Lead the fieldwork in the prioritized areas
- Lead PowerPoint presentations of preliminary and final results addressed to USAID/Colombia.
- Lead the preparation of preliminary and final reports.
- Provide technical guidance for the development of the use and dissemination plan.
- Lead the implementation of the adjustments requested by MELA and USAID to the products

USAID/Colombia ha solicitado a la Actividad MEL medir, monitorear y generar información sobre el efecto potencial de las diferentes acciones que la Actividad Amazonía Mía viene desarrollando en la región amazónica de Colombia. La información recolectada permitirá crear herramientas para la toma de decisiones en el manejo de la conservación en biodiversidad. La medición se realizaría en tres puntos geográficos definidos por USAID/Colombia, lo cual exige diseñar una metodología que comprenda diferentes escalas de medición y diferentes tiempos para la recolección de la información.
Con base en lo anterior, la Actividad MEL requiere la contratación de un experto en medición de biodiversidad que lidere al equipo del estudio y asegure el cumplimiento de los requerimientos para el diseño metodológico, el desarrollo del trabajo de campo y el análisis de los hallazgos. El líder de equipo será el encargado de asegurar la calidad de los productos finales presentarlos tanto a la Actividad MEL como a USAID/Colombia.

- Liderar la elaboración del diseño metodológico y el plan de trabajo de la medición
- Orientar técnicamente al equipo del estudio para el adecuado desarrollo de sus actividades y entrega de sus productos
- Asegurar la calidad técnica de los productos preparados por el equipo en el marco de la medición.
