**CONTEXTO ORGANIZACIONAL**
El Programa Mundial de Alimentos (WFP por sus siglas en inglés) de las Naciones Unidas es el mayor organismo humanitario de lucha contra el hambre del mundo. En Colombia, el apoyo que WFP brinda al gobierno nacional responden a los Objetivos de Desarrollo Sostenibles (ODS) 2 y 17 haciendo uso de herramientas innovadoras tales como transferencias de efectivo y compra local de alimentos a través de asociaciones de agricultores. Las actividades del WFP en Colombia se concentran en las poblaciones más vulnerables, que incluyen migrantes, víctimas de la violencia, comunidades marginadas y grupos étnicos. El objetivo es reconstruir y fortalecer sus fuentes de subsistencia, asegurando que tengan adecuado acceso en todo momento a dietas nutritivas y diversas e incrementando su capacidad para recuperarse y adaptarse a los cambios climáticos. Esto se hace de manera progresiva a través del desarrollo de las capacidades de autoridades locales para implementar programas responsables que contribuyan a reducir la inseguridad alimentaria y la malnutrición.
Bajo la supervisión directa del Jefe de la Oficina de Terreno y en estrecha coordinación técnica con la Unidad de Monitoreo y Evaluación a nível central, el/la titular del cargo deberán coordinar y realizar actividades de monitoreo dentro del área de cobertura de la oficinas de terreno correspondiente y proporcionar los informes que sean requeridos para respaldar las actividades de asistencia de WFP, en línea con las políticas de protección, género y nuestra responsabilidad organizacional de rendición de cuentas a las poblaciones afectadas.
En este nível, se espera que el titular asuman la responsabilidad de apoyar la preparación e implementación del plan de monitoreo de la oficina de terreno a la que pertenece, en línea con los marcos corporativos del WFP, el Plan Estratégico de País y la estrategia de Monitoreo y Evaluación.
**RESPONSABILIDADES**:
- Verificar la asistencia a beneficiarios, distribución de alimentos, transferencias basadas en efectivo, artículos no alimentarios (planeado vs logrado), presentando mensualmente los riesgos /hallazgos programáticos que se encuentren, escalando a su supervisor cuando sea necesario y monitoreando la resoluciones de programas a los hallazgos programáticos garantizando el cumplimiento de acuerdo a los estándares del WFP.
- Recopilar y consolidar los datos de los programas de asistencia por punto final de distribución, colaborando con los socios implementadores cuando sea necesario, realizar análisis y preparar informes para respaldar las actividades de seguimiento del programa y la toma de decisiones, en línea con los sistemas corporativos (COMET, SCOPE, etc.), y respetando las normas y políticas de protección, género y privadicad de datos.
- Servir de enlace con socios cooperantes y contrapartes internas para recopilar y obtener retroalimentación e información clave que permita mejorar la asistencia, garantizando lo controles de calidad de acuerdo a las normas de gestión de datos y calidad de información del WFP.
- Sugerir mejoras a los procesos y procedimientos de monitoreo de campo para la implementación eficiente de los programas de asistencia.
- Organizar reuniones periódicas con líderes de la comunidad y los socios cooperantes sobre la distribución de productos básicos, la gestión de distribución y otros temas relevantes para apoyar un flujo de comunicación efectivo y eficiencia en las operaciones.
- Asignar tareas a otros colegas del área de monitoreo de la oficina de campo (cuando aplique), brindando orientación y capacitación en el trabajo para apoyar su desarrollo y mejorar su rendimiento.
- Brindar capacitación estándar a los socios implementadores sobre las prácticas operativas del WFP, las herramientas y la metodología/procesos de monitoreo a fin de ayudarlos a autogestionar/mejorar sus actividades de forma independiente y en paralelo contribuir a la visibilidad del WFP en las áreas de cobertura.
- Preparar informes de misiones de campo para documentar la implementación del programa.
- Seguir los procesos y procedimientos establecidos de respuesta a emergencias para asistencia alimentaria de emergencia.
- Servir como punto focal de monitoreo en la oficina de campo y enlace con la oficina central para el diseño y seguimiento a los planes de monitoreo, actividades de mejora implementadas, entrenamiento, entre otros.
- Servir como punto focal del Mecanismo de Reclamo del Beneficiario (Beneficiary Complaint Mechanism - BCM) para hacer seguimiento al interior de la oficina a la respuesta de solicitudes recibidas a través del "helpline" y otros mecanismo de comunicación por parte de beneficiarios y otras partes interesadas, y garantizar el reporte oportuno y al progreso de las recomendaciones del mecanismo,
