The UK PACT (Partnering for Accelerated Climate Transitions) programme is dedicated to enhancing the effectiveness of crucial institutions across public, private, and civil society sectors in partner nations, facilitating accelerated reductions in emissions and elevating the ambition of their Nationally Determined Contributions (NDCs). By focusing on NDCs, the programme bolsters the UK's COP26 objectives aimed at reassessing NDC commitments and amplifying ambition.
The private sector is instrumental in climate action, mobilizing resources for climate management, creating employment opportunities, and significantly contributing to regional development. Private enterprises are essential for the transition towards sustainable growth by managing climate risks and aiding in the reduction of greenhouse gas emissions. In Colombia, there is a pressing need to enhance resource mobilization from the private sector, which currently accounts for only 10.65% of resources, compared to 73.46% from the public sector and 15.89% from international public sources. In this context, businesses must align their operational strategies and establish firm commitments to progress towards climate objectives, considering all aspects of their operations and influence, particularly their value chains and the potential to increase financial flows for climate change mitigation.
As part of our initiatives in Colombia, UK PACT collaborates with the National Planning Department (Departamento Nacional de Planeación - DNP) to develop the Climate Finance Broker Facility, a mechanism designed to align the country’s priorities and needs for NDC implementation with a supportive ecosystem, including accelerators and funding sources. Essential elements for constructing the business models we aim for include collaboration, partnerships, technical expertise, and trust. Therefore, it is vital to enhance skills and the climate finance chain through measures that improve project structuring capabilities, portfolio organization, and private sector involvement to create a structured demand.
We are seeking a Climate Change Advisor for Private Sector Engagement to assist the National Planning Department (DNP) in bolstering the capabilities of private sector organizations, such as Chambers of Commerce, industry associations, and others operating within the region and familiar with the local context. These capabilities encompass strategies for reducing GHG emissions, managing climate risks, and developing sustainability reports. This role, within the framework of the Climate Finance Broker Facility, will involve prioritizing and characterizing companies actively engaged in climate change management, as well as conducting workshops to facilitate private sector engagement.
The primary activities to be undertaken by the Climate Change Advisor include:
Develop technical inputs to structure the operational methodology of the DNP Climate Finance Broker Facility with private sector entities. Support the oversight of the international cooperation program aimed at strengthening Chambers of Commerce. Compile, organize, and analyze information provided by private sector organizations to gain insights into their engagement levels in climate change management. Conduct five workshops and/or knowledge management activities with private sector organizations, focusing on climate finance topics and promoting the adoption of the Climate Finance Broker Facility in the region. Create a proposal for collaboration between Procolombia, Bolsa de Valores de Colombia, and ANDI with CDP, aligned with the goals of the Climate Finance Broker Facility. Generate technical inputs on financing mechanisms that ensure sustainability for incubators and accelerators contributing to climate change management. Assist in identifying nature-based solution projects and seeking funding for their implementation as part of the actions related to the Climate Finance Broker Facility in CONPES for La Mojana. Report on progress, including the preparation of quarterly technical reports and a final report summarizing results, and attend progress meetings as required.Required Qualifications:
We are looking for a proactive self-starter, capable of working flexibly under pressure, with excellent interpersonal and communication skills, who possesses the following qualifications:
A degree in economics, engineering, administration, finance, or a related field; Professional experience in sustainable development or climate change, particularly in project formulation and climate financing; Experience in processes related to project formulation, innovation, acceleration, or incubation; Demonstrated experience working with territorial entities in managing or structuring climate change or sustainability projects; Specific expertise in climate change, climate financing, and public sector engagement; Excellent written and verbal communication skills in both Spanish and English.
