**GENERAL CONTEXT OF THE POSITION**

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF.

The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates, hosting TEMBO Shared Services (Tembo).

Tembo aims to be an evolving digital learning ecosystem providing a learner-centered space for all MSF staff to learn and develop themselves. Tembo has the ambition to become the e-learning space across the movement sharing knowledge, supporting mutualization, and gaining efficiency among all MSF OCs and Partners.

**PLACEMENT WITHIN THE ORGANIZATION**

**Reports to (Hierarchical)**: Tembo Sponsor / Board

**Works in strict collaboration with**:

- Tembo Management Team - Intersectional training & learning platforms (ITL) - L&D units and entities across the movement - IT International Platform (ISM)

**Supervises**:

- Head of eLearning, Head of IT, Head of Production, Portfolio Manager, Resource Manager, Communication Officer, CoP manager

**MAIN RESPONSIBILITIES, FUNCTIONS, AND TASKS**
- Together with the Tembo Board and ITL, defines and continuously advances strategic priorities and goals in alignment with MSF L&D strategies and MSF international frameworks.
- Together with the Tembo Management Team defines Tembo strategy and digital learning ecosystem evolution roadmap, ensuring coherence with agreed strategies.
- Guarantees that TEMBO solutions are aligned with guidance and best practices provided by the ISM, ensuring interoperability, cybersecurity, and long-term technological sustainability and scalability.
- Leads and develops a realistic, measurable, and achievable Annual Plan, and mid-term revisions.
- Ensures final budget responsibility and control, following international and MSF OCBA financial frameworks.
- Assess risks related with Tembo evolution and proposes mitigation measures.
- Develops and monitors Tembo Service Level Agreements (SLAs) and represents MSF in negotiations with external vendors.
- Quarterly reports to Tembo Board about performance, progress of activities throughout the year and risks including KPIs and alerting the board of any strategic and/or organizational red flag.
- Ensures Tembo is compliant with MSF OCBA hosting policies, processes, procedures and legal requirements as well as MSF intersectional requirements (HR, Finance, IT, PMO, Supply, GDPR, Legal..).
- Fosters a culture of continuous improvement, innovation, and service excellence.
- Stays current with emerging trends and best practices related to Learning Management Systems and educational technology.

**SELECTION CRITERIA**
- Significant experience in strategically developing and managing digital learning ecosystems, demonstrating a deep understanding of integrating technology, content, and methodologies to create impactful and scalable learning solutions
- Excellent project management skills with the ability to handle multiple projects and stakeholders simultaneously.
- At least 5 years of team management experience
- Understanding of MSF operations and organization is an asset
- English is a must; French, Spanish, Arabic and other languages a plus

**CONDITIONS**
- Duration: 3 years in full time
- Gross salary: Spain HQ Level 5. Subjected to final location and local conditions
- Start date: March 2024
