- 5-7 years- MELSA is conducting the performance evaluation of Private Sector Engagement (PSE). This evaluation aims to gather evidence about the results and lessons of USAID/Colombia's Private Sector Engagement (PSE) and the sustainability of its interventions during the current Country Development Cooperation Strategy (CDCS) timeframe. In addition, this evaluation should outline the Mission's PSE approach and provide evidence of good practices, opportunities for improvement, and course correction actions that can inform USAID interventions with a PSE component and the next CDCS (2025- 2030).- In 2018, the Agency launched the PSE Policy. USAID/Colombia has prioritized and recognized the importance of aligning with the policy's four principles: 1. Engage early and often; 2. Incentivize and value PSE throughout planning and programming; 3. Expand the use of USAID approaches and tools that unlock the potential of the private sector; and 4. Build and act on the evidence of what works and what does not in PSE. The proposed evaluation would cover USAID/Colombia's alignment with the PSE policy and provide new evidence on the conditions, drivers, results, and sustainability of this approach.

As part of the evaluation team, MELSA seeks a quantitative specialist. The following are some of the key responsibilities and requirements for the position.

**Responsibilities**:

- Support the evaluation design, including the theory of change analysis, the preparation of the sample design, the construction of indicators based on the evaluation questions, quantitative data collection methods, and an analysis plan.
- Lead and oversee the sampling design and the quantitative primary data collection instruments. Lead the secondary data collection, such as the Government of Colombia's administrative records.
- Oversee the quality of quantitative data collection for the evaluation.
- Perform the descriptive statistics of the primary and secondary quantitative data, which involves tables and graphs as requested by the team leader, and those for the presentation, report, and construction of findings, conclusions, and recommendations. This also includes any data processing other than the descriptive statistics required by the team leader.
- Conduct the quantitative analysis for the reports and presentations mentioned in the deliverables, with the corresponding quantitative evidence annexes. This covers the data triangulation process and its corresponding quantitative analysis to answer each evaluation question as requested by the team leader.
- Support the team leader in preparing reports and presentations for USAID and the implementation partner. This includes any required participation in the final presentation and report regarding the quantitative analysis.
- Oversee the technical deliverables of the data collection firm, including the databases, dictionaries, instruments, reports, Do files, and metadata for the Development Data Library (DDL).

Además, esta evaluación debe describir el enfoque de PSE de la Misión y proporcionar evidencia de buenas prácticas, oportunidades de mejora y acciones de mejora que puedan informar la programación de USAID/Colombia con un componente de participación del sector privado y el próximo CDCS (2025- 2030).

Desde 2018 USAID lanzó la Política de PSE de la Agencia y ha priorizado y reconocido la importancia de alinearse con los cuatro principios de la política: 1. Involucrarse de forma temprana y frecuente; 2. Incentivar y valorar la PSE en toda la planeación y programación; 3. Expandir el uso de enfoques y herramientas de USAID que permitan aprovechar el potencial del sector privado; y 4. Construir y actuar sobre la evidencia de lo que funciona y lo que no funciona en PSE.
