**GENERAL CONTEXT**:
Médecins Sans Frontières is an international independent medical-humanitarian organization, offering assistance to populations in distress, victims of natural or man-made disasters, and those affected by armed conflict. MSF OCBA, one of the operational directorates, is currently active in 20 medical and humanitarian crises worldwide, with allocation of 30% of our budget to emergency response.

**Operational Directorate Structure**:

- The Operational Directorate is a robust and multifaceted division, featuring two Deputy Directors and an Operational Directorate Support Manager who work in tandem to ensure the seamless execution of our operational strategies, also supported by the Assistant of the Department. Within this dynamic environment, key components include: a specialized Security Advisory Group, which is coordinated by the Security Focal Point; a Knowledge Management Team; PIF responsible, Simulation expert, a People Centered Approach (PCA) Team; the Centre of Applied Reflection for Humanitarian Practice (ARHP) team; and a dedicated Learning Team.

**Global Presence**:

- With a global footprint, the Directorate of Operations is dispersed across five Operational Cells strategically located in Amman, Barcelona, Bogota, Dakar, and Nairobi. Additionally, the Emergency Unit, serving as a rapid response hub, is based in Barcelona. This network of operational cells allows us to respond promptly and effectively to diverse medical and humanitarian challenges.

**Current Focus**:

- MSF OCBA’s strategic plan has been extended until 2025. At the core of our operational endeavors is a clear focus on addressing medical and humanitarian needs in emergencies and situations of violence. The current portfolio underscores our commitment to responding swiftly to emergencies and situations of violence, managing projects efficiently, and ensuring the safety and well-being of our teams deployed in the field. Due to the nature of our portfolio, security management, access to the populations and the provision of the best possible quality medical and humanitarian care are major challenges.

**Placement within the Organization**:

- The Director of Operations (DO) is accountable to the General Director of MSF OCBA. As a member of the Management Team, the DO actively participates in designing, proposing, and implementing decisions and strategic planning. The DO is also an integral part of MSF's international platforms (DirOP, DirOps & DirMeds platforms).
- Job General Objective and Main Responsibilities:

- The Director of Operations, reporting to the General Director, is responsible for the Operations of MSF OCBA.

**Strategic Planning**:

- Leads the definition of the operational priorities and the global operational decisional framework of the Strategic Plan.
- Ensures coherence of OCBA operations with the Operational objectives and strategies as defined in the Strategic Plan.

**Team Leadership**:

- Leads and guides the operations team at HQs and in the field when implementing the Strategic and the Annual plans.
- Supports, coaches, and manages the teams in their functioning and decision-making process.

**Planning and Budgeing**:

- Defines the annual planning and budget for the Operations.

**Security**:

- Is responsible for the security of the teams in the field.
- Leads the security Core Groups
- With the Deputy DG follows the response to critical incidents

**Positioning**:

- Positions MSF OCBA regarding operational medical humanitarian priorities with the DG, ARPH, Comms and RECOS

**Operational Portfolio Management**:

- Defines the distribution of the operational portfolio among the Operational Cells.
- Frames and validates the strategy and the annual plan of the decentralized operational units.
- Is accountable for the strategic dossiers managed by the Ops Department.

**Project Management**:

- Approves the opening and closing of projects (regular and emergencies) and missions.
- Leads the Emergency committee

**Human Resources**:

- Manages and develops the human resources in the Operations Department, including the final word on the validation of Heads of Missions together with the HR Director.

**Strategic Changes and Representation**:

- Prepares and defines strategic changes in operational plans in coordination with the MT and the General Director.
- Represents and promotes relations and accountability at an operational level in the international Directors of Operations platform and other MSF sections.
- Promotes and maintains relationships with representatives and organizations linked to the countries of intervention.

**Strategic Plan and Policy Implementation**:

- As a member of the MT, participates in the definition and implementation of the Strategic Plan and the definition of policies of the organization.
