Panagora Group, a woman-owned small business specializing in global health and international development, seeks an experienced Qualitative Analyst for the anticipated 2-year USAID/ Colombia Monitoring, Evaluation & Learning Short-term (MELSA) Activity. MELSA will provide USAID/ Colombia with technical and advisory services for monitoring; evaluations; research, assessments, and data analysis; geographic information services (GIS); and collaboration, learning, and adapting activities.

This Activity will provide the Mission with technical and advisory services that facilitate informed program management decisions, shape the long-term strategic direction of programs and decision-making within the Mission, and enable USAID/Colombia to comply with USAID’s Evaluation Policy and USAID Automated Directives System (ADS) 201. The expected result of this Activity is to enhance the Mission’s MEL capability and to ensure empirical evidence for programming, learning, and adapting.

**Responsibilities**:

- Support evaluation designs, including the construction of indicators, data collection methods for qualitative information, and analysis plans.
- Design qualitative instruments for the data collection.
- Design codebooks for the codification process.
- Design Gender Equality and Social Inclusion (GESI) learning questions and contribute to the implementation of studies related to gender, gender-based violence, and social inclusion, including development and review of gender analysis research protocols.
- Ensure the quality of qualitative data collection.
- Support the coding process, including training a coding team, developing the analysis plan for generating inputs (reports and qualitative visualizations), and analyzing information.
- Support the qualitative analysis for the deliverables with the corresponding qualitative evidence annexes.
- Support the Lead Evaluation Expert in preparing reports and presentations for USAID and the Implementing Partner.

MELSA proporcionará a la Misión servicios técnicos y de asesoría, en monitoreo, evaluaciones, investigaciones, estudio y análisis de datos; servicios de información geográfica (SIG); y actividades de colaboración, aprendizaje, y adaptación.

Esta Actividad brindará a la Misión servicios técnicos y de asesoría, para facilitar la toma de decisiones informadas sobre la gestión de las Actividades de USAID/Colombia, para dar forma a la dirección estratégica a largo plazo de la programación de la Misión, y permitir a USAID/Colombia cumplir con la Política de Evaluación y el Sistema de Directrices Automatizadas de USAID (ADS) 201. El resultado esperado de esta Actividad es mejorar la capacidad MEL de la Misión y asegurar evidencia empírica para la colaboración, el aprendizaje, y la adaptación.

- Apoyar el diseño de la evaluación, incluyendo la construcción de indicadores, métodos de recolección de información cualitativa y un plan de análisis.
- Diseñar instrumentos cualitativos para la recolección de información.
- Diseñar el libro de códigos para el proceso de codificación.
- Diseñar preguntas de aprendizaje sobre igualdad de género e inclusión social (GESI) y contribuir a la realización de estudios relacionados con el género, la violencia de género y la inclusión social, incluida la elaboración y revisión de protocolos de investigación sobre análisis de género.
- Garantizar la calidad de la recolección de información cualitativa.
- Realizar la aplicación de instrumentos cualitativos en campo.
- Apoyar el proceso de codificación, desde la capacitación del equipo de codificación hasta la elaboración del plan de análisis para la generación de insumos (informes y visualizaciones cualitativas) para analizar la información.
- Apoyar el análisis cualitativo para entregables y los anexos de evidencia cualitativos correspondientes.
- Apoyar al líder del equipo en la preparación de informes y presentaciones para USAID y el socio implementador.

**Requirements**:

- Bachelor’s degree in economics, social sciences, or another relevant field.
- At least seven (7) years of experience conducting qualitative research.
- Proven experience in conducting high-quality qualitative analysis.
- Experience in Nvivo is highly desired.
