The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.- USAID/Colombia requested MELSA to refresh the Digital Ecosystem Country Assessment (DECA) to provide further evidence and insights for understanding Colombia's digital ecosystem. The Assessment will analyze the recent changes in the digital ecosystem in Colombia, considering the recommendations of the previous DECA. The Assessment requires using quantitative and qualitative methodologies to collect and analyze the information.

MELSA requires hiring an expert to advise and lead the methodological design, fieldwork development, quantitative and qualitative data collection, and findings analysis. This position will support the team lead responsible for the quality of the final products presented to MELSA and USAID/Colombia to achieve the following Assessment Purposes:
- Update DECA recommendations to reflect Colombia's policy changes and align with USAID and national government goals while identifying new opportunities and challenges for USAID/Colombia's CDCS.
- Diagnosis and recommendation on how socio-economic changes, environmental factors, and the end of the COVID-19 pandemic have affected DECA's results and execution. It involves assessing new challenges or opportunities and the impact of funds dedicated to environmental concerns on DECA's performance and viability.
- Determine the effects of CDCS updates on DECA recommendations and digital programs in Colombia to align them with new priorities and strategies.

- Support the Team Leader with the evaluation design, including building indicators and data collection methods for qualitative information.
- Design qualitative instruments for data collection.
- Identify interviewees.
- Provide guidance and input on interview guides.
- Ensure the quality of qualitative data collection.
- Provide technical review of four desk research briefs.
- Provide technical and analytical input during the debriefing and synthesis processes.
- Support the Team Leader in preparing reports and presentations for USAID.

La investigación analizará los cambios recientes en el ecosistema digital de Colombia, teniendo en cuenta las recomendaciones de la DECA anterior. Para su desarrollo se requerirá el uso de metodologías cuantitativas y cualitativas para recopilar y analizar la información necesaria.

MELSA requiere contratar un Investigador Técnico Cualitativo para trabajar bajo la supervisión del Líder de Equipo para lograr los siguientes objetivos de la investigación:
- Actualizar las recomendaciones de DECA para reflejar los cambios de políticas en Colombia y alinearse con los objetivos de USAID y el gobierno nacional, identificando nuevas oportunidades y desafíos para el CDCS de USAID/Colombia.
- Diagnosticar y recomendar sobre cómo los cambios socioeconómicos, los factores ambientales y el fin de la pandemia de COVID-19 han afectado los resultados y la ejecución de DECA vigente. Esto implica evaluar nuevos desafíos u oportunidades y el impacto de los fondos dedicados a preocupaciones ambientales en el rendimiento y la viabilidad de DECA.
- Determinar los efectos de las actualizaciones del CDCS en las recomendaciones de DECA y los programas digitales en Colombia, para alinearlos con nuevas prioridades y estrategias.
