Panagora Group is a U.S. small business that provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation, and Learning Short-Term Activity (MELSA). MELSA provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA).

MELSA seeks a Human Rights Institutional Strengthening Expert as part of the evaluation’s component team. The following are some of the key responsibilities and requirements for the position.

**Responsibilities**:

- Support the Team Leader with the baseline design, including the construction of indicators, data collection methods for quantitative and qualitative information, and an analysis plan.
- Review primary and secondary information sources related to human rights institutional development and related issues.
- Oversee quantitative and qualitative data collection quality related to thematic areas.
- Conduct field data collection.
- Perform data collection of administrative records using relevant instruments.
- Lead the integration of thematic topics in designing quantitative and qualitative data collection instruments related to human rights institutional development and related issues.
- Participate in coding qualitative instruments and provide a thematic approach to creating the codebook.
- Contribute to the analysis of qualitative, quantitative, and secondary information related to human rights institutional development and related issues.
- Support qualitative and quantitative data analysis for the reports and presentations mentioned in the deliverables. This covers the data triangulation process and its corresponding qualitative and quantitative analysis to answer each baseline question as requested by the Team Leader.
- Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner. This includes any required participation in the final presentation and report phases.
- Perform all other activities requested by the Team Leader, the MELSA Lead Evaluation Expert, or the MELSA COP.

Como parte del componente de evaluaciones, MELSA busca un Experto en Fortalecimiento Institucional de Derechos Humanos. A continuación, se presentan algunos requerimientos y responsabilidades clave para la posición.

**Responsabilidades**:

- Apoyar al líder de la evaluación en el diseño de la línea de base, incluyendo la construcción de indicadores, métodos de recolección de información cuantitativa y cualitativa y el plan de análisis.
- Revisar las fuentes primarias y secundarias de información relacionadas con los asuntos de fortalecimiento institucional de derechos humanos y otras cuestiones relacionadas.
- Supervisar la calidad de la recolección de información cuantitativa y cualitativa, en términos temáticos.
- Realizar la recolección de información cualitativa, lo cual incluye la aplicación de instrumentos cualitativos como entrevistas semiestructuradas y grupos focales.
- Realizar la recolección de registros administrativos utilizando los instrumentos pertinentes.
- Liderar el contenido y el alcance temático de los instrumentos de recolección de información cuantitativa y cualitativa, así como la pertinencia de la recolección de información en los temas relacionados con fortalecimiento institucional de derechos humanos.
- Participar activamente en el proceso de codificación de los instrumentos cualitativos, y hacer una revisión temática del proceso, en particular en la producción del libro de códigos.
- Contribuir al análisis de información cualitativa, cuantitativa y secundaria relacionada con derechos humanos.
- Apoyar al director de la evaluación en la preparación de informes y presentaciones para USAID y el socio implementador.
- Ejecutar todas las demás funciones asignadas por el supervisor inmediato o el director de la actividad MEL.
