Result of Service

  • Output 1: Technical document evidencing the methodology to be implemented for the collection of data to show the progress and/or scope achieved by the Integral Urban Revitalization Plans.
One (1) month from the start of activities.

  • Output 2. Document that contains an analysis of the results and components developed in the various Integral Urban Revitalization Plans carried out by the District Secretariat of Habitat, focusing in this case, on the understanding of the programs from a sustainability perspective around the housing components

The document should include:

  • Analysis of the existing housing components in the territories, showing those structural weaknesses and shortcomings in key elements of morphology and sustainability.
  • Analysis of the urban environments in which the residential units included in the PIRs have been developed, showing the general weaknesses present.
  • Determine the progress and current status of the Urban Revitalization Plans from a housing and sustainability perspective.
  • Analysis of the progress achieved by the PIRs, demonstrating or pointing out what changes have been implemented with respect to the previous existing conditions.
  • Analysis of what has been achieved so far with respect to the objectives set by the Secretary of Habitat in relation to the housing components.
  • Analysis of the main characteristics in which the selected settlements have been developed, including the general elements that make up the dwellings, together with their initial architectural characteristics.
Four (4) months from the start of activities.

  • Output 3. Document with methodological guidelines for the promotion of the Integral Urban Revitalization Plans, including the development of conclusions and results that allow for a better execution and management of the same

The document should include:

  • Results achieved by the PIRs from the housing and constructive sustainability components,
  • Conclusions regarding the objectives achieved and the existing problems in the execution of the programs.
  • Structural elements in terms of housing and sustainable housing that should be incorporated into the programs in order to increase their scope and success.
  • Guidelines for the implementation of the proposed recommendations from the financial and chronological components.
  • Recommendations that include innovation components from a New Urban Agenda and Sustainable Development Goals perspective.
  • Guidelines for the methodological consolidation of the Plans from the perspective of the housing components that will allow easy replication of the program in other territories of the District.

Responsibilities:

a.) Information and validation:

  • The consultant will be responsible for keeping the HUB Coordinator informed and having to obtain validation of his/her activities in the full project cycle.

b.) Development:

  • Review and analysis of the information available at the District Secretariat of Habitat and other entities regarding the implementation and progress of the Integral Urban Revitalization Plans.
  • Carry out the different studies and analyses required at expert level to achieve the objectives set out in the project.
  • Analysis and characterization of the territory from the different components of housing and sustainable construction.
  • Analysis of the methodologies and processes applied so far by the District Secretariat of Habitat in the development of the PIRs.
  • Development of guidelines and conclusions that allow for the promotion and better implementation of the PIRs.
  • Collaboration with the other members of the team for an adequate articulation of the different results and components of the project.
  • Provide highlevel technical support when required, both by the counterpart and other members of the technical team.
  • Elaboration of a synthesis where the results obtained from the developed analyses are condescended.
  • Carry out those activities assigned by the HUB Coordination that correspond directly to the consultant's profile.
  • Attend meetings, workshops, and relevant spaces where their participation is required.
  • Accompaniment in the coordination and consultation with the corresponding entities.
  • Carry out knowledge transfer processes (workshops and trainings) to the multiple stakeholders involved.

c.) Approval:

  • The consultant will be responsible for supporting compliance with project approval processes, as well as monitoring the development and implementation of programs and projects.
