JOB TITLE:Team Leader

General Background
Chemonics UK is seeking to hire a qualified Team Leader responsible for the overall technical and administrative management of the anticipated UK government funded Territorios Forestales Sostenibles, Pillar 3 (TEFOS P3) programme, which will support Colombia in promoting sustainable livelihoods in prioritised deforestation hotspots, through:

  • Increasing communities' skills and knowledge of sustainable agricultural practices and sustainable forest management to protect and increase forest cover.
  • Promoting commercialisation and improving market access for sustainable market access for sustainable commodities and services through publicprivate partnerships that protect standing forests.
  • Promoting conservation incentives in areas with land use restrictions.

Role Purpose


The primary role of the Team Leader is to assure results are being achieved on schedule, resources are being used effectively, staff are performing at a high level, partners are meeting their commitments, donor regulations are being complied with and deliverables are of the highest quality.

The Team Leader shall take a leadership role in coordinating with the client, implementing partners, other donors, the Government of Colombia (GoC), and other key stakeholders.

The Team Leader shall have demonstrated ability to work in complex environments and manage diverse teams to deliver results.

y Responsibilities

  • Managing relationships with internal and external stakeholders, whilst ensuring that Chemonics policies and best practices are always adhered to
  • Engaging with country governments, private sector organisations and key partner organisations
  • Leading a team of technical experts to ensure the main elements of the programme are delivered accurately, timely and to budget.
  • Ensuring contractual deliverables are met, and to anticipate any delays that may occur in a timely manner, identifying risks and providing solutions.
  • Oversee ing contractual and financial matters with donors and key partners and play a key role in the preparation of budget.
  • Regular drafting and compilation of monthly, quarterly and annual reports.
  • Providing timely and accurate reporting on all programme areas.
  • Overseeing all technical aspects of the project and participating, as required, in assessment, analysis, and training
  • Managing, leading and overseeing long and shortterm staff and subcontractors in achieving project results.
  • Overseeing the development and implementation of the Monitoring & Evaluation framework.
  • Ensuring good relations with donor agencies and local implementing partners.
  • Ensuring good, frequent, and direct communications with the Head Office
In addition, the Team Leader will ensure that throughout the inception and implementation phase, the project:

  • Contributes to the implementation of the GoC's Deforestation Containment Plan
  • Works to both stimulate demand and improve the supply of sustainably produced commodities
  • Fosters partnerships to commercialise products and facilitates market access
  • Scales up existing and successful forestry livelihoods projects and other relevant economic initiatives relevant to the Sustainable Forest Management Areas
  • Supports conservation incentives in prioritised protected areas
  • Provides targeted technical assistance to local producers/service providers in selected deforestation hotspots, according to GoC's guidelines

Experience, Skills, and Qualifications

  • A postgraduate degree or relevant professional experience in such sectors as environmental studies, environmental management, public/business administration, economics, international relations, or other relevant field preferred
  • Demonstrated progressive work experience in economic development and value chain creation, deforestation mitigation, climate change mitigation, or other relevant technical areas.
  • Recent experience working in Colombia, managing complex donorfunded projects. Experience working in the Amazon region preferred
  • Experience leading UK government funded or other international donor funded programmes preferred
  • Familiarity with international cooperation projects in Colombia, relevant environmental authorities, government agencies and the private sector
  • Experience working in postconflict environments
