USAID/Colombia has requested the USAID/Colombia Short-Term Monitoring, Evaluation, and Learning Activity to develop a study on the key elements of its ethnic inclusion policy. The study aims to inform the design and planning of the forthcoming Country Development Cooperation Strategy. The Mission has undertaken long-term work with ethnic communities. It has invested significant resources in advancing the protection of their rights, supporting economic empowerment, strengthening their structures and territorial governance capacities (including those related to environmental conservation), and overcoming racial discrimination and exclusion. Currently, USAID/Colombia requires consolidating a review of the results achieved for the period 2009-2023, the review of lessons learned as part of its localization efforts, and an analysis of the current challenges and opportunities arising from the implementation of the Ethnic Chapter of the Peace Accord within the role of the United States government as its leading international partner.
The consultant fulfilling the role of Indigenous Communities Specialist must provide advice and develop various products throughout the study regarding USAID/Colombia's work with indigenous communities (component 1) and the role of indigenous organizations in implementing the Ethnic Chapter of the Peace Agreement (component 2). To this end, they must participate in the design of research instruments, their implementation, and analysis and ensure they are culturally appropriate for the interaction between the research team and indigenous organizations. Additionally, they will lead desk analyses on indigenous topics within the framework of the study.
Responsibilities:
Provide expertise on indigenous communities' inclusion and peacebuilding.
Conduct a desk review of relevant USAID activity documentation between 2009-2023, with a focus on work with indigenous communities or addressing the impacts to these communities.
Support the team leader and experts in designing interview guides and other tools to indigenous populations.
Conduct interviews and focus groups with members of indigenous communities as necessary to develop the research questions.
Conduct qualitative field research and analysis which reflects indigenous perspectives.
Contribute to the overall assessment methodology and reporting.

La Actividad a Corto Plazo de Monitoreo, Evaluación y Aprendizaje (MELSA, por sus siglas en inglés) brinda servicios de apoyo al monitoreo: diseño e implementación de evaluaciones de desempeño e impacto, así como investigaciones, respaldando su uso y difusión, y desarrollando iniciativas de colaboración, aprendizaje y adaptación.
USAID/Colombia solicitó a la Actividad a Corto Plazo de Monitoreo, Evaluación y Aprendizaje de USAID/Colombia desarrollar un estudio sobre los elementos clave de su política de inclusión étnica. El propósito del estudio es informar el diseño y planeación de la nueva Estrategia País de Cooperación para el Desarrollo. La Misión ha implementado un trabajo de largo aliento con comunidades étnicas y ha invertido recursos significativos en el avance de la protección de sus derechos, apoyando el empoderamiento económico, fortaleciendo las estructuras propias y capacidades de gobernanza territorial (incluyendo también aquellas relativas a la conservación ambiental), contribuyendo a la superación de la discriminación racial y la exclusión. Actualmente USAID/Colombia requiere consolidar una revisión de los resultados alcanzados para el periodo 2009 -2023, la revisión de las lecciones aprendidas como parte de sus esfuerzos de localización y un análisis de los desafíos y oportunidades actuales derivados de la implementación del Capítulo Étnico del Acuerdo de Paz enmarcado en el papel del gobierno de los Estados Unidos como su principal acompañante internacional.
El/la consultor(a) que cumpla el rol de Especialista en Comunidades Indígenas debe proveer asesoría y desarrollar diferentes productos a lo largo del estudio en lo que se refiere al trabajo de USAID/Colombia con comunidades indígenas (componente 1) y al papel de las organizaciones indígenas en la implementación del Capítulo Étnico del Acuerdo de paz (componente 2). Para lo cual deberá participar del diseño de instrumentos de investigación, su implementación y análisis y asegurar que sean culturalmente apropiado para el relacionamiento del equipo investigador y las organizaciones indígenas. Adicionalmente, liderará los análisis de escritorio sobre temas indígenas que estén en el marco del estudio.
Responsabilidades:
Proporcionar conocimientos especializados sobre la inclusión de las comunidades indígenas y la consolidación de la paz.
Llevar a cabo una revisión de la documentación seleccionada de las actividades de USAID desde 2009 hasta 2023, haciendo hincapié en el trabajo con las comunidades indígenas.
Apoyar al líder de equipo y a los expertos en el diseño de instrumentos metodológicos apropiados para el relacionamiento con las organizaciones indígenas.
Realizar entrevistas y grupos focales con miembros de las comunidades indígenas, según sea necesario, para desarrollar las preguntas de investigación.
Realizar investigaciones y análisis cualitativos relacionados con las perspectivas indígenas.
Contribuir a la metodología general de evaluación y a la elaboración de informes.
