We have won groundbreaking cases before national courts, U.N. Committees, and regional human rights bodies. Additionally, the Center has led the development of historic, proactive legislation advancing robust protections for reproductive rights and has built the legal capacity of women’s rights advocates in more than 65 countries and counting.


The Role: The Advocacy Adviser for Latin America and the Caribbean (LAC) will work under the supervision of the Senior Advocacy Adviser for Latin America and the Caribbean, in close collaboration with other program staff to support and build the work of the program.

This position will work closely with LAC legal, communications, programs and external relation teams. The Advocacy Adviser will also work with teams across the organizations and regions, including Global Advocacy, Pro Bono, and others, and will also closely work with external regional partners. The Advocacy Adviser position will be integral to the implementation of the Center’s specific regional projects, particularly its ground-breaking litigation to advance reproductive rights within both the Interamerican Human Rights System and the Universal Human Rights System.

This is a fixed-term role ending January 31st, 2026 with the possibility of extension.

The position will be based in the Center's Bogotáoffice. International travel required.

Primary Responsibilities:

The primary job responsibilities for the Advocacy Adviser for LAC include, but are not limited to: 

Undertake legal and policy analysis of a variety of reproductive rights issues, conceptualize innovative strategies to hold States accountable for their human rights obligations relating to reproductive rights, and stay abreast of relevant jurisprudential developments.Undertake legal and policy research on international human rights law and standards.In collaboration with the Legal team, with the Communications team, and the Program Management Team, the Advocacy Adviser will design and implement advocacy strategies to advance programmatic work.Support implementation of the work of the Center in prioritized countries of work.Support program litigation strategy across the LAC team by working in close collaboration with partner organizations; researching and writing legal and political context memoranda; drafting UN submissions and submissions before the IASHR.Ensuring and supporting the participation of the Center in platforms and events; and by identifying innovative claims for use in national, regional, and/or international fora.Support developing advocacy strategies before the Organization of American States (OAS) and the UN, including drafting memos, advocacy documents; thematic submissions regarding Latin America and the Caribbean; and implement such strategies.Supporting the drafting of publications and other materials to advance program work.Working in coordination with staff from the Global Legal Program and other programs, and in collaboration with civil society organizations, academics, and other external stakeholders, to further advocacy aims.Representing the Center before OAS, IAHRS and UN bodies, organizing briefings and other events with OAS agencies, the IACHR, UN and other bodies.Supporting the Senior Advocacy Advisers, Associate Directors, and VP in providing technical assistance to non-governmental organizations (NGOs) and other stakeholders.Help identify, build, and maintain partnerships with NGOs and key stakeholders in order to advance programmatic work, in coordination with the LAC team.Representing the Center externally on matters related to reproductive rights through public speaking, and as required, through engagement with the media.Closely work with the Communications team to support the Center’s communication strategies by drafting blogs, op-eds, talking points and other documents to position reproductive rights.Supporting the Senior Advocacy Advisers, Associate Directors, and VP in preparing presentations.Support the drafting of publications and other materials to advance program work.Other institutional and programmatic duties as assigned.

Qualifications:

Degree in Law (Juris Doctor or postgraduate)Advanced degree in Political Science, International Relations or related field is a plusMinimum 4 years of related professional experience.Master’s Degree in human rights or related field a plus.Strong commitment to the Center’s mission, purpose, and values.Knowledge and experience with either or both the UN and/or the Inter-American System of Human Rights system is required.Knowledge of international human rights, women’s rights and inter-American human rights system.Experience litigating before national, regional or international courts is a plus.Advocacy experience, including as part of local NGO or NGO coalitions.Capable of complex legal and political analytical work.Native fluency in Spanish and strong working knowledge of English is required.Very detail-oriented, with strong organizational skills.Excellent writing, editing, research, and oral advocacy skills and self-motivation.Outstanding analytical, problem-solving, and creative thinking abilities.Ability to work collaboratively, to multi-task, to coordinate projects, and to work under pressure.

Compensation: This position's salary is competitive commensurate with experience.
