Lead all strategic and operational processes within the Human Resources department, ensuring full compliance with Colombian labor legislation, effective talent management, and the implementation of practices that strengthen organizational culture, productivity, and employee development. This role requires bilingual proficiency (English–Spanish) to support internal and external communication across multicultural teams.
Full-time availability, Monday through Friday, on-site in the city of Barranquilla.
Main Responsibilities
1. HR Department Leadership
- Oversee all HR functions, ensuring compliance with internal policies and local labor regulations.
- Provide guidance to directors, coordinators, and team leaders in managing their teams.
- Ensure accurate monitoring, documentation, and execution of all HR processes.
2. Recruitment and Selection (End-to-End)
- Define job profiles in collaboration with area leaders.
- Post vacancies and manage multiple recruitment channels.
- Conduct interviews, assessments, and required evaluations (in English and Spanish as needed).
- Present a final shortlist of candidates and support the selection decision.
- Manage employment verification, background checks, and mandatory documentation.
- Prepare job offers and ensure proper closure of each selection process.
- Coordinate and oversee an effective onboarding process for new hires.
3. Hiring and Contract Management
- Prepare employment and service contracts in compliance with Colombian labor law.
- Manage social security registrations, updates, and related processes.
- Maintain proper filing, organization, and safeguarding of all contractual documentation.
4. Payroll Administration
- Review and approve payroll changes (leaves, vacations, overtime, absences, etc.).
- Coordinate with the internal team or outsourcing provider to ensure accurate monthly payroll processing.
- Verify social security, parafiscal, and other mandatory contributions.
- Manage employment certificates, pay slips, and final settlements.
- Ensure all payments are made within legal deadlines.
5. Disciplinary Process & Compliance
- Lead the disciplinary process from beginning to end, ensuring fairness and due process.
- Ensure timely reporting from leaders regarding workplace incidents or concerns.
- Maintain records of sanctions, absences, and disciplinary actions.
6. Organizational Culture, Well-being & Development
- Design and implement strategies to strengthen organizational climate and teamwork.
- Coordinate training programs, team-building activities, and employee recognition initiatives.
- Provide support to employees in sensitive or challenging situations when necessary.
7. Labor Relations & Legal Compliance
- Ensure full compliance with the Colombian Labor Code and all applicable regulations.
- Handle inspections, inquiries, and processes before the Ministry of Labor.
- Keep internal HR policies updated and aligned with legal standards.

- Bilingual English–Spanish (advanced).

Education & Experience
- Bachelor's degree in Psychology, Business Administration, Law, or related fields.
- Specialization in Human Talent Management (preferred).
- 3–5+ years of experience leading Human Resources departments.
- Advanced experience in recruitment, hiring, payroll, and disciplinary processes.
- Experience working in bilingual or multicultural environments.
